Invitation to Bid and all its pages, documents and attachments, including those added subsequently by written notice, submitted and properly executed, shall constitute the contract between the City of Midland and the successful vendor when approved and accepted by the City. The City reserves the right to accept or reject all or any parts of any and all bids, to waive irregularities and to award in the best interests of the City of Midland. Technical questions shall be directed to Shane Bjorge, City Engineer, at purchasing@midland-mi.org The project scope is to refurbish 138 existing wayfinding signs and install 19 new (replacement) wayfinding signs, the locations for which are provided on the maps included herein. The City intends to restore the sign network to its original design; sign plans and specifications are included herein. The City's anticipated budget range for this project is between $250,000 and $300,000. After submissions are received and a successful bidder is identified, the City reserves the right to adjust quantities to the bid items; such that the total contract dollar amount is within this range. All sign refurbishment work shall be completed prior to beginning sign replacement work. The price bid to refurbish each sign type shall include all labor, materials and equipment necessary to remove the existing sign from its foundation, remove paint completely (sandblast if necessary), repair frame if necessary, paint the existing frame as per specification provided herein, remove existing aluminum sign faces and replace with new painted aluminum sign faces with reflective vinyl graphics as per the specification included herein, as well as reinstall the refurbished sign onto its existing foundation. Refer to Attachments for frame paint specification, aluminum sign face design specifications, aluminum sign face paint specification and for graphics specifications. For most signs, the graphics will be replaced in-kind. Some signs will need revised graphics, which will be specified by the city. In cases where the sign cannot be removed from its foundation, the price bid shall include cutting the anchor bolts to enable sign removal. If foundation removal and replacement becomes necessary, separate pay items are provided. Note for the ST-1 and ST-2 signs, the price bid includes on-site refurbishment, if required, as well as coordination of electrical meter disconnection and reconnection by Consumers Energy. The price bid to replace each sign type shall include all labor, materials and equipment necessary to fabricate a new sign frame based on sign type as per specification provided herein, paint the frame as per specification provided herein, install new painted aluminum sign faces with reflective vinyl graphics as per specification provided herein, as well as install the new sign onto a new foundation. Refer to attachments for frame design specification, frame painting specifications, aluminum sign face design specification, aluminum sign face paint specification and for graphics specifications. For most signs, the graphics will be replaced in-kind. Some signs will need revised graphics, which will be specified by the City. A separate pay item is provided for new foundations. The price bid for foundation removals shall include all labor, materials and equipment necessary to remove and dispose of the existing concrete foundation, backfill with Class II sand compacted in 24" lifts, and turf establishment. Note for the ST-21A, ST-21B and ST-22 signs, it is assumed that the foundation matches that of the ST-3 sign. The price bid for new foundations shall include all labor, materials and equipment necessary to excavate, form and place a new concrete foundation, as per the foundation and anchor bolt design for the specified sign type, at location and elevation pre-approved by the City. Concrete shall be 4,000 psi air-entrained mix, pre-approved by the City. All signs, except those mounted on Telespar posts, shall receive Transpo Break-Safe Model B525, Model AS3 or Model AS4 as specified herein. Note for the ST-21A, ST-21B and ST-22 signs, the foundation design shall match that of the ST-3 sign. Construction shall be 50% completed by April 30, 2026. The remainder of the construction shall be completed no later than October 30, 2026. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
