Site work for a water / sewer project in Plainfield, Connecticut. Working plans call for site work for a water / sewer project.
**As of September 22, 2025, project will be rebid. No definite date for the rebid.** The Project includes the following Work: This project consists of the construction of two (2) 50-foot diameter secondary clarifier tanks and mechanisms, relocation of yard piping to facilitate the installation of the secondary tanks, manholes, distribution box with slide gates, yard piping, valves, and appurtenances for complete and operational secondary clarifier tanks. Additionally, the removal and proper disposal of the existing two (2) 30-foot diameter secondary clarifier tanks, distribution box, and yard piping as indicated. Finally, the waterproofing of the RAS/WAS pump station inclusive of louver and exhaust fan relocations with brick infill of the existing locations and floodproof doors. This project also consists of three (3) bid alternates. Bid Alternate No. 1 consists of RAS/WAS pump station upgrades inclusive of RAS/WAS pumps, flow meters, process valves, piping, fitting, pipe supports, and appurtenances replacement. Bid Alternate No. 2 consists of minor RAS/WAS pump station upgrades inclusive of flow meters and process valve replacements. Bid Alternate No. 3 is a bid deduct alternate for the removal of work associated with the proposed secondary clarifier tank no. 2. The Project has an expected duration of 570 days to substantial completion. Bid Bond A certified check or bid bond, in the amount of five percent (5%) of the total bid amount must accompany the bid. Said checks or bid bonds will be returned to the unsuccessful bidders upon Award of the Contract to the selected firm and execution of the Agreement. If any bid is not accompanied by a bid bond or check at the specified time for the bid opening, the incomplete bid will not be read and this action will constitute automatic rejection of the bid. Performance and Payment Bond The successful bidder will be required to furnish a performance bond and a labor and materials payment bond in the form as attached to the Bid Documents for the amount of the total bid. A certified check cannot be substituted for either bond. The Town of Plainfield reserves the right to alter quantities and to accept or reject any or all bids or any portion of any bids, for any or no reason, including unavailability of appropriated funds as it may deem to be in its best interests. DBE Certification Within fourteen (14) calendar days after bid opening the prime contractor (apparent low bidder) shall complete and submit two copies of the DEEP Subcontractor Verification Form along with the DBE certification for each subcontractor to the municipality. The municipality must then submit one copy of these documents to DEEP as part of the authorization to award request. Bidders are required to comply with 40 CFR 33.24 of the USEPA's policy on increased utilization of Minority Business Enterprises (MBE) and Women's Business Enterprises (WBE). The minimum participation rate required by the CTDEEP is 3% of the total contract price for MBEs and 5% for WBEs. Clean Water Funding This Contract is expected to be funded in part by a loan and grant from the State of Connecticut, Department of Energy and Environmental Protection. Neither the State of Connecticut, nor any of its Departments, Agencies, or employees shall be a party to this Invitation to Bid or any resulting Contract. Bidders on this work shall be required to comply with regulations adopted pursuant to Section 22a-482 of the Connecticut General Statutes; State of Connecticut Department of Energy and Environmental Protection Required Construction Contract Provisions; State of Connecticut Executive Order No. 3 and Executive Order No. 17. AIS Certification The project is subject to American Iron and Steel compliance pursuant to CWF-SRF Requirements. Prevailing Wages The project is subject to the requirements of the Davis-Bacon Act regarding Federal Wage Rates and is subject to Connecticut Prevailing Wage Rates. Where a conflict exists between the two wage rates, the more stringent will apply. Bidders/contractors shall be responsible for obtaining the Federal Wage Rates. It is the responsibility of the contractor before bid opening to request, if necessary, any additional information on Federal and State Wage Rates for those tradespeople who are not covered by the applicable Federal and State Wage Determination but who may be employed for the proposed work under this contract. DAS Certification The estimated project cost is greater than $500,000, therefore, according to Public Act 03-215 (An Act Concerning State Construction Contracts) Bidders are required to obtain a prequalification certificate from the Department of Administrative Services (DAS) with a classification for the following before submitting a bid for this Project. Any Bid submitted without both a copy of the DAS Prequalification Certificate and an Update (Bid) Statement shall be invalid. Question Deadline 08/21/2025 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
