Renovation of a municipal facility in Barksdale AFB, Louisiana. Completed plans call for the renovation of a municipal facility.

This Statement of Work defines the requirements for repair of the shingled roofing system, dormers, scuppers, and damaged structural framing and decking at Eubanks Conference Center. The contractor shall furnish all materials, equipment, labor, transportation, and supervision. The contractor shall complete all work within 40 calendar days from issuance of the Notice to Proceed. Roof Removal and Replacement The contractor shall remove all existing roofing materials-including valleys, flashing, shingles, felt underlayment's, and associated components-within the designated area (approx. 3,500 sq ft). Removal includes flashing around dormers and parapet walls. Work shall stop at valleys and hips shown on the drawings. Contractors shall verify actual dimensions and scope during pre-bid evaluation. Any questions on limits of work must be resolved prior to bid submission. 4.2 Decking Replacement Replace all decking determined to be damaged or rotten, excluding decking replaced for removed dormers. Assume a minimum of 200 sq ft replacement. If damaged decking exceeds this allowance, request a government site inspection to document additional areas. All replacement decking shall match thickness of existing and comply with applicable roofing specifications and building codes. 4.3 Flashing and Valleys Provide and install new flashing and valley systems matching existing types, locations, and color. Include parapet walls, flat roof sections, and steep-pitch transitions. All installations shall conform to manufacturer instructions and maintain watertight integrity. 4.4 Asphalt Shingle System Furnish and install a new CertainTeed Landmark Pro Max Def Red Oak (or approved equal) asphalt shingle system meeting the following criteria: _ Fungus-resistant _ Impact-resistant _ Class F fire rating _ ENERGY STAR certified _ Color: Red (match existing) Install over new 15 lb. felt underlayment, secured per manufacturer specifications. Provide all required flashing, accessories, and components; to ensure installers and manufacturers' warranties are met. Additional requirements: _ Provide a 35-year roof warranty per UFGS S-1, Section 07 31 13 _ Submit physical color samples for approval (no digital samples) 4.5 Dormer Removal & Structural Fill Remove three (3) existing dormers and eliminate all evidence of their former locations. Structurally fill and reinforce affected areas to support new decking. Finishes-interior and exterior-shall match adjacent materials. 4.6 Dormer & Vent Repairs Repair remaining dormers and roof vents (3) as follows: _ Replace all rotted wood framing and components _ Re-flash dormer per industry standards with like materials and install ice/water shield _ Caulk and paint dormers and window units in Barksdale Brown (submit physical sample) 4.7 Copper Flat Roof Section For copper-roofed flat sections: _ Re-flash using matching copper materials, which shall remain. _ Scrape, clean, and caulk all seams and penetrations _ Submit physical sample of finish for approval 4.8 Tie-In Dormer Reconstruction Completely remove the existing tie-in dormer and adjoining materials. Reconstruction shall ensure a watertight, fully integrated roof transition matching adjacent slope, materials, and finish. Any decking used here is excluded from the 200 sq ft allowance. 4.9 Scupper Replacement & Warranty Compliance Remove and replace five (5) designated scuppers-including interior and exterior trim-within the single-ply roofing system. Coordinate with the original manufacturer to preserve existing warranty coverage. One scupper replacement will require removal of a downspout and collection box; contractor shall patch, repair, and finish the area to a seamless appearance. 4.10 Damaged Wood Replacement In one interior room with significant water intrusion, remove and replace all visibly damaged wood. Bidders may inspect this area during the pre-bid site visit to assess damage. 4.11 Repair Barksdale Room #116 (Bar Room #156 is removed in its entirety) The purpose is to fully restore the Barksdale Room (Room 116) and its adjacent hallway at the Eubanks Conference Center to a like-new condition following water damage. All residual damage shall be eliminated, and visible finishes, fixtures, and ceiling accessories shall be replaced with new materials of equal or better quality. Work Area: Room 116 (Barksdale Room) and connecting hallway to the ballroom _ Excluded Area: Bar Room 156 Government Intent The Government intends for the Contractor to: _ Remove all evidence of prior water intrusion. _ Refinish Room 116 and the adjacent hallway so that no indication of previous damage remains. _ Provide all new visible finishes, fixtures, ports, outlets, switches, lighting, ceiling tiles, grid, and trim. Scope of Work Demolition and Abatement _ Remove and legally dispose of all existing drywall in Room 116. _ Leave drywall intact in the connecting hallway. _ Remove existing acoustic ceiling tile (ACT) and suspended grid in Room 116 only. _ Remove stain-grade hardwood base and trim throughout Room 116 and the hallway. _ Abate resilient tile and mastic (assumed ACM) in Room 116 in compliance with Federal, State, and Local regulations. Structural Framing _ Retain existing wall and ceiling framing; exclude structural framing above the ceiling (covered elsewhere). _ Include in bid allowance for replacement of up to 10 percent of non-structural framing members (studs, top plates, base plates, sleepers) to address potential deterioration. Finishes Element Floors Walls Ceiling Doors & Hardware Requirement Install Shaw 2'_2' carpet tile (or approved equal). Color TBD. Install new drywall, apply light spray texture, paint. Color TBD. Install new ACT and grid to match existing profile and reflectance. Uninstall, protect, refinish stain-grade hardwood doors; reinstall. Base & Trim Supply and install new stain-grade hardwood matching existing profiles. Submit shop drawings prior to purchase. Mechanical & Fire Protection _ Protect existing sprinkler heads; do not remove. _ Replace all ceiling-mounted accessories (detectors, strobes, speakers, light fixtures, sprinkler escutcheons) with new units. _ Coordinate grid layout; contractor bears responsibility for any sprinkler modifications. Electrical & Communications _ Reinstall all electrical and communications wiring flush in walls; surface-mounting is unacceptable. _ Replace all switches, receptacles, communication ports, grilles, plates, and similar devices with new products matching existing styles. _ Verify full functionality of all systems upon completion. Submittals and Coordination _ Flooring and paint color selections to be submitted and approved prior to ordering. _ Shop drawings for new trim, base, and ceiling grid profiles to be submitted for Government review. _ Provide progress photographs of existing conditions and work in progress. Contractor Responsibilities _ Comply with all applicable safety, environmental, and abatement regulations. _ Maintain protection of unaffected areas, finishes, and building systems throughout the project. _ Coordinate work schedules and access with the Contracting Officer's Representative to minimize operational impacts. Quality Assurance _ All materials and workmanship shall comply with industry standards and manufacturer's recommendations. _ Final inspection will confirm that no evidence of previous water damage remains and that all finishes and fixtures are like-new. Additional Floor plan and photographs of existing-condition have been provided for reference in attachment 2 to this amendment
