VDYD 252005 This Invitation for Bids (IFB) is issued as a Small Business Set-Aside for a single Firm Fixed Price Contract under NAICS code 236220, with a small business size standard of $45.0 million. The estimated project magnitude is between $250,000.00 and $500,000.00. Award will be made to the offeror representing the best value to the Government based on the criteria outlined in the solicitation. Although funds are not currently available, they are anticipated to be received once contract costs are known. A pre-bid conference is scheduled for 20 August 2025 at 8:00 AM CDT to brief on bid requirements and answer questions. PROJECT LOCATION: All work will be on the 126 th Air Refueling Wing campus located specifically at Building 5027, the MX Hangar fire suppression pump house. BASE BID (CLIN 001): All work listed below is derived from the Pump House study completed by Hurst-Rosche, dated 11 June 2025. The SOW items provided in the study as Part 3: SOW (pages 14-17). All work shall encompass the items listed in Part 3 to include the reference sheets G-101 and G-102. The contractor shall ensure all work is completed in accordance with the items below. In addition, the contractor shall review the Hurst-Rosche study and ensure all suggested work is provided in their bid. This statement has been added in case the government missed something from the report and did not put it in the requirements below. All work will be conducted at Bldg 5027 and surrounding areas. These areas are in a controlled zone on the 126ARW airfield. A 126ARW escort will be required for the contractor to work in this space. Item #1: Replace Fire Alarm: The fire alarm system in the pump house must be replaced in its entirety. The new fire alarm system must provide monitoring to all fire suppression fire alarm, fire pump and water storage tank equipment as required by NFPA 13, NFPA 20, NFPA 22 NFPA 72, and UFC 3-600-01. The existing system did not provide monitoring for the fire water storage tank, fire pump, sprinkler system or fire pump fuel tanks. There are elements such as tamper switches, flow switches and fire pump system monitor points that are missing. The Monaco radio transmitted system must be expanded to handle all required signals to be transmitted to the supervising station, therefore additional zone cards must be provided. The Monaco radio system and fire alarm control panel must be in an environmentally controlled enclosure. The Monaco system must be reconfigured to transmit all signals that are required by UFC 3-600-01. The existing Monaco radio antenna wiring must be replaced and re-installed to comply with manufacture requirements. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bid received: IGE in an amount of $400,000. Litteken Construction Company in an amount of $512,500. Procon International in an amount of $869,229.72.
