The Department of the Air Force at Scott Air Force Base, Illinois, intends to award up to five Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to qualified Small Business Architect-Engineer (A-E) firms for multi-discipline services supporting the Base Civil Engineers real property and construction programs. Each contract will include one base year and up to four option years, with a $1.5 million limit per task order and a $2.4 million ceiling per contract. Services will include Title I and Title II A-E work. Title I services encompass design-related tasks such as field surveys, investigations, preparation of contract plans and specifications, cost estimates, scheduling, Building Information Modeling (BIM), design-build conceptual designs, interior design, energy modeling, life cycle cost analyses, seismic retrofit design, building commissioning, and preparation of operating and design manuals. Additional services may include planning and programming, seismic assessments, project scoping, studies, evaluations, consultations, value engineering, topographic and geotechnical surveys, and hazardous materials assessments. Title II services involve construction phase support, including quality assurance, review of contractor submittals, site visits, and other related activities to ensure compliance with design and contract requirements.
