This notice seeks information from firms capable of providing multi-disciplined Architect-Engineer services in support of the Air National Guard throughout Illinois, primarily at Scott AFB. The planned NAICS codes are 541310 for Architectural Services and 541330 for Engineering Services. The requirement includes managing and executing professional A-E services for sustainment, repair, modernization, and military construction programs. The Project Manager must be a Registered Architect or Professional Engineer licensed in Illinois, and all services must comply with applicable industry codes and base-specific regulations. Type I services include field and subsurface investigations, studies, surveys, project design analysis, preparation of preliminary and final drawings, specifications, interior design packages compliant with UFC 3-120-10, construction cost and time estimates, and design documents for maintenance, repair, alteration, renovation, and construction projects across architectural, civil, mechanical, electrical, structural, fire suppression, environmental engineering, landscape design, ADA upgrades, life-safety work, sustainable design, LEED certification, Uptime Institute Tier III and IV infrastructure, and related disciplines. Type II services include inspecting, monitoring, and evaluating construction activities for compliance with plans and specifications, reviewing and testing submittals and shop drawings, and preparing construction contract modifications. Additional services may include developing design criteria, fact-finding studies, surveys, investigations, and environmental work when the services of registered architects or engineers are required. Firms must demonstrate the capability to provide all disciplines in-house or through qualified teaming partners, experience supporting military installations, and the capacity to perform all requirements under a potential single-award task order contract with a five-year ordering period and an anticipated ceiling of $20 million. Responses, limited to 15 pages, must be submitted electronically by 1:00 p.m. CST on 5 March 2026. Contractors must be registered in SAM in accordance with FAR 52.204-7.
