The Kitsap County Public Works Roads Division (KCPW-Roads) is soliciting interest from qualified consulting firms with expertise in on-call road design services that may be associated with KCPW-Roads projects. KCPW-Roads anticipates selecting one to three firms to provide consulting services on an on-call basis,and that each firm may subsequently be asked to prepare specific proposals for more than one project or task. The selected consultant must be willing and able to work collaboratively with other members of the project team including both KCPW-Roads staff and other consultants on task orders issued. The task order process will consist of KCPW-Roads staff contacting the consultant and requesting services for a specific task or project. The consultant will then develop a detailed scope and budget for each task order. KCPW-Roads will enter into an on-call agreement to provide design services in support of road projects (e.g. roadways, bridges, trails and related stormwater facilities) with the consulting firm(s) that can best demonstrate experience and ability to perform services that include but are not limited to: 1. Preparation of engineering studies, cost estimates, and design reports for road projects (e.g. roadways, bridges, trails and related stormwater facilities). 2. Preparation of construction plans, right of way plans, contract specifications, and cost estimates for road projects of varying scope and complexity. 3. Preparation of environmental documents or performing environmental studies (such as archaeological/cultural resource studies; wetland delineation and analysis studies; wetland mitigation plans; biological assessments; habitat assessments; noise studies; air quality studies, etc.) for road projects. 4. Construction inspection, construction administration, survey, and associated administrative field work for all or selected portions of a road project. 5. NPDES general permit requirements and associated monitoring. 6. Geotechnical engineering services, including but not limited to: a. Preparation of draft and final Geotechnical Reports with applicable design and construction recommendations. b. Review and analysis of civil and structural plans/details for conformance with geotechnical design recommendations. c. Geological field observation, sampling, and/or testing for conformance with geotechnical design and construction recommendations. d. Applicable sub-contracting incidental to the work (e.g., drilling, traffic control, laboratory analyses, etc.) 7. Traffic engineering work including: a. Signal design, channelization design, illumination design, cost estimate, specifications, and traffic design reports. b. Review and analysis of development traffic impact studies. c. Preparation of signal timing plans for coordinated arterial systems. d. Conducting and facilitating neighborhood traffic calming process for potential installation oftraffic calming devices. e. The County, at its option, may furnish, conduct, or secure the following: i. Traffic volume data. ii. Reported accident data. 8. Organization, coordination, and staffing of public meetings related to road projects. 9. Right of Way acquisition services including but not limited to: a. Review and verification of Right of Way plan and legal descriptions provided by Kitsap County. b. Review and verification of title reports, chain of title and underlying documents. c. Assist Kitsap County with selection of appraisers and review appraisers. d. Preparation of offer package consisting of formal offer letter, taxpayer I.D. solicitation,payment voucher, escrow instructions, copy of plan sheet showing take area, and conveyance instruments for Kitsap County approval. e. Conduct acquisition negotiations with property owners. f. Prepare all files for Washington State Department of Transportation and Federal Highway Administration Right of Way Certification. 10. Structural engineering services for road projects including but not limited to: a. Retaining walls b. Emergency bridge repairs c. Design review. The anticipated maximum total value of contract(s) is $500,000. The contract term will be for a period of two (2) years. At the sole option of KCPW-Roads the contract may be extended for up to two (2) years at one (1) year intervals and the contract amounts may be increased to meet ongoing needs. KCPW-Roads retains the right to reject any or all submissions for good cause and in particular, to reject a submittal not accompanied by any data required by the submittal in any way that is incomplete or irregular. In the event only a single responsive submittal is received, KCPWRoads reserves the right to reject the submission, re-evaluate the solicitation and re-advertise. The method of Contractor Selection has not been Determined at this time.
