East Aurora Middle School Capital Project Phase 2B-Contract 209 Flooring The deposit will be refunded to all Prime Contractor Bidders returning the drawings and specifications in good, unmarked condition within ten (10) working days after the bid opening. Prime contractors who are non-bidders returning complete sets in good, unmarked condition with the above time limit will be refunded also. No part of the deposit will be refunded for partial and/or damaged sets of the drawings and specifications. The proposals will be made as specified by the Architect in the Information for Bidders and will include a certified check or a Bid Bond in an amount of not less than 5% of the Base Bid. The Bid Bond will state that the Bidder will enter into the Contract if awarded by the Owner and execute further security for the faithful performance of the Contract as required by the Owner. The Board of Education reserves the right to reject any or all bids and to advertise anew, and to award a contract for the whole or such portion of the work as it determines to be in the best interest of the District. This section specifies the procedures for removal of lead-based paint/lead containing glazing and disposal of removed materials. This section includes minimum requirements for the following: 1. Dry Type Transformers. This section includes minimum requirements for the following: 1. Disconnect Switches 2. Lighting Contactors 3. Motor Control Equipment 4. Low Voltage Fuses A. The system shall synchronize all clocks to each other. The system shall utilize network time protocol technology to provide time correction. The system shall not require hard wiring for time correction. Clocks shall automatically adjust for Daylight Savings Time. B. Secondary Clocks shall be synchronized to within 1 second 6 times per day, and the system shall have an internal oscillator that maintains plus or minus one second per day between synchronizations. The system shall also include an internal clock reference so that failure of the LAN signal shall not cause the clocks to fail in indicating time. C. The system shall include a remote repeater transmitter to provide adequate time signals to the clocks in far parts of the building from the master controller. D. The system shall include a set of programmable contacts on the master controller that is wired to the building public address system for program bell annunciation. E. Clock locations shall be as indicated, and clocks shall be fully portable, capable of being relocated at any time. F. The system shall include a remote repeater transmitter to provide adequate time signals to the clocks in far parts of the building from the master controller. G. The system shall include a set of programmable contacts on the master controller that is wired to the building public address system for program bell annunciation. H. This section includes minimum requirements for the following: 1. Secondary Clocks Types A A. Modify and expand the existing fire alarm control panel at East Aurora Middle School. B. This section includes minimum requirements for the following: 1. Fire Alarm Control Panel 2. Notification Appliance Circuit Extender Panels 3. Remote Annunciator Panels 4. Addressable Input Modules (Monitor) 5. Addressable Output Modules (Control) 6. Manual Pull Stations 7. Smoke Detectors 8. Duct Type Smoke Detectors 9. Heat Detectors 10. Audible/Visual Notification Appliances (Speaker/Strobes) 11. Visual Notification Appliances 12. Projected Beam Smoke Detector 13. Magnetic Door Hold Opens A. All work under this contract shall be performed in strict conformance with applicable federal, state and local rules, laws and regulations. B. The specifications are to be used in conjunction with the contract drawings for this project. A copy of each shall be maintained at the job site at all times. C. Contractors shall verify all project conditions and material quantities prior to bidding the project. Material quantities listed in any documents provided by the Owner are approximations only and are NOT TO BE considered accurate for bidding purposes. D. The contractor shall furnish all labor, materials, services, employee training, permits, insurance, and equipment to remove lead-based paint and/or components covered with lead-based paint in locations indicated as follows: E. General Notes: 1. All Lead removal and subsequent clean up activities shall be performed in accordance with these specifications and all applicable OSHA and USEPA Regulations and the HUD Guidelines as indicated in section 1.08. 2. Waste Disposal Requirements shall be determined by sampling of a composite of the waste material for analysis by TCLP. 3. The Owner's Representative shall conduct TCLP sampling for Waste Stream classification and HUD approved clearance sampling following the conclusion of removal in accordance with the NYS Education Department mandate of October 3, 1999. F. Specific Notes: 1. The contractor shall furnish all labor, materials, services, employee training, permits, insurance and equipment to remove lead-based paint and lead-containing materials in locations indicated on contract drawings: a. MS-HM001 - Hazardous Materials Abatement - Partial First and Second Floor Plans b. MS-HM002 - Hazardous Materials Abatement - Partial First floor and Third Floor Plans 2. Where these components must be disturbed/handled/removed as part of renovation/construction activities, such disturbance shall be take place as follows: a. Place poly dropcloths on the floor/ground under areas of removal to collect any lead dust/chips/debris that may fall during removal operations. Utilize barrier tape to cordon off the work area to restrict access by unauthorized persons. At the conclusion of removal activity, the contractor shall properly dispose of all removed material and contaminated poly sheeting. Disturbance shall be in accordance with all applicable OSHA, EPA, HUD and NYSED regulations and guidelines. The owner's representative shall conduct HUD approved clearance sampling following the conclusion of removals and subsequent cleaning in accordance with NYS Education Department requirements. A. Include in bid all labor, materials, tools, plant, transportation, excavation, equipment, insurance, temporary protection, permits, taxes and all necessary and related items required to provide complete and operational systems shown and described. B. References to codes and Standards called for in the Contract Documents mean the latest edition, amendment and revisions to the codes and standards in effect on the date of these Contract Documents. C. Minimum composition requirements and/or installation methods for the following materials and work are included in this section: 1. Fire Stopping. 2. Flashing and Sealing. 3. Cutting and Patching. D. Contract shall include, but not be limited to: 1. Plumbing A. All portions of the work shown in the construction documents shall be bid by the Mechanical Contractor. Responsibility for performance of subcontractors and trades as lower tier contracts, such as electrical, shall be included as part of the Mechanical Contractor's scope of work. B. Include in bid all labor, materials, tools, plant, transportation, excavation, equipment, insurance, temporary protection, permits, taxes, services and all necessary and related items required to provide complete and operational systems shown and described. C. References to codes and standards called for in the Contract Documents mean the latest edition, amendment and revisions to the codes and standards in effect on the date of these Contract Documents. D. Minimum composition requirements and/or installation methods for the following materials and work are included in this section: 1. Miscellaneous Supports 2. Access Doors and Panels 3. Fire Stopping 4. Cutting and Patching E. Contract shall include, but not be limited to: 1. HVAC 2. General Contracting work as related to the HVAC Contract 3. Temperature Controls 4. Testing and Balancing of Mechanical Systems F. Alternates: 1. Alternate #2 - All work associated with 2 nd Floor West VRF system including all ceiling cassettes, condensing units, controls, and piping, as well as required modifications to existing York air handling unit AHU-MS-2-1. 2. Alternate #5 - All work associated with the west gym stage mechanical air handling unit, including but not limited to demolition, new work, piping, duct cleaning, and controls. 3. Alternate #6 - All work associated with the east gym mechanical air handling unit(s), including but not limited to demolition, new work, piping, and controls. 4. Alternate #7 - All work associated with the superintendent's office area, conference room and adjoining hallway. 5. Alternate #8 - All work associated with the west locker room mechanical air handling unit, and exhaust fan, including but not limited to demolition, new work, piping, duct cleaning, and controls. 6. Refer to drawings for specific information. This section includes minimum requirements for the following: 1. Low Voltage Conductors 2. Type MC Metal Clad Cable 3. Connectors and Terminations This section includes minimum requirements for the following: 1. Conductors 2. Hardware 3. Ground Rods 4. Load Centers with Integral Transformers 5. Branch Panelboard Surge Protective Device (SPD) 6. Enclosed Circuit Breakers This section includes minimum requirements for the following: 1. LED Luminaires 2. LED Drivers 3. Lamps 4. Emergency Driver 5. Automatic Load Control Relay 6. Diffusers Middle School Library Audio Video System 1. Provide the following installation: A. Expand existing Telecor eSeries hybrid IP Public Address System at East Aurora Middle School as required to provide analog public address speakers in any and all spaces. B. The following materials will be furnished by the owner and their vendor off NYS OSG State Contract for the Electrical Contractor to install. The Electrical Contractor shall provide all required wiring and raceways and terminations to install the below materials per. the vendors wiring diagram: 1. All Public Address System Controllers, gateways, IP based input amplifiers, audio mixers, speakers, equipment rack, rack mount hardware, UPS unit. 2. Provide Spare Devices as listed in this section to be turned over at the end of the project to the owner. C. The following work will be provided by the owner and their vendor off NYS OSG State Contract: 1. Software and configuration, and programming of the system. 2. Coordination assistance to the owner and electrical contractor for decommissioning during construction of the existing public address system. A. East Aurora Middle School 1. Maintain all secondary clocks controlled by existing Telecor Master Clock System. Maintain, modify, and expand existing Telecor Master Clock system as required to provide wireless secondary clocks in all locations shown on the plans. 2. Provide low voltage connection for power to all wireless secondary clocks. B. The following materials will be furnished by the owner and their vendor off NYS OSG State Contract for the Electrical Contractor to install. The Electrical Contractor shall provide all required wiring and raceways and terminations to install the below materials per. the vendors wiring diagram: 1. All System Controllers, servers and gateways, 2. All new secondary Wireless Clocks C. The following work will be provided by the owner and their vendor off NYS OSG State Contract: 1. Software and configuration, and programming of the system. 2. Coordination assistance to the owner and electrical contractor for decommissioning during construction of the existing clock system. D. Provide (5) spare 12" 24VAC clocks as part of project. Include (50) feet of 24VAC low voltage branch circuiting with each spare. At the end of the project turn over all remaining spare secondary clocks to the building custodial engineer.
