The MRC does not undertake to accept the lowest bid, or any of the bids received, and declines all liability to any of the bidders in the event that all bids are rejected. The contract shall be awarded by decision of the MRC Council, at its sole discretion, and the MRC shall not be bound in any way other than by a resolution of its Council.
