The Town of Mountain Village has a goal of carbon neutrality by 2050. Thermal energy networks present an opportunity to reduce greenhouse gas emissions, specifically from buildings and snowmelt systems. In 2024, the Town hired a contractor to complete a scoping and initial feasibility study of two locations with Mountain Village, one of which was the Town Hall Subarea (See Attachment A for map and Attachment B for Phase 1 report). The Town was awarded a grant through the Colorado Energy Office (CEO) to complete remaining components of the Phase 1 scoping study and to perform a final feasibility study of the Town Hall Subarea in alignment with Colorado Energy Office definitions and requirements of these studies. Through this project, we seek to engage a qualified contractor to 1) finalize a site conditions overview, including drilling a test borehole, and community engagement and to 2) perform a final feasibility study of this area. The Town of Mountain Village is seeking a qualified organization to complete remaining components of a pre-feasibility study and to create a final feasibility study in alignment with CEO definitions and requirements for these studies. The project will build off the Phase 1 report (Attachment B). The overall objectives of the project are to 1) prove the viability of a thermal energy network for the Town Hall Subarea, 2) understand the financial implications for design, construction, retrofitting, drilling, operations and maintenance, municipal costs, and systems costs, 3) understand the potential business model for the thermal energy network utility ownership and services, rate structure, and customer conversion to the network, 4) evaluate legal implications and responsibilities, and work through any agreements with applicable stakeholders, 5) engage with the public throughout the entirety of the project to garner support, insight, and meet the community's needs, 6) decide whether to proceed with implementation. The location is the Town Hall Subarea, which includes: o Municipal Building - Mountain Village Police Department, Mountain Village Water Department, Mountain Village Information Technology (IT) Department, Telluride Fire District. This building uses natural gas and electricity. o Village Court Apartments - one office space, Mountain Munchkins childcare facility, fifteen (15) workforce, affordable, all-electric housing units; thirteen (13) of which are electric resistance heating and two (2) are on heat pumps Town Hall and Village Market - The top floor is office space and a Council Chambers for municipal employees. The first floor is a grocery store and liquor store. o Market Plaza - The plaza has snowmelt that uses glycol and natural gas. o Telluride Outfitters - retail and outdoor adventure store; uses electricity and natural gas o El Rhino Cafe - small cafe; uses electricity and natural gas o Gondola Parking Garage (GPG) - The parking garage has lighting and elevators. Task 4.1 Thermal Energy Network Phase 1 Scoping Study and/or Pre-Feasibility Study Deliverable(s): Deadline: January 31, 2026 Task 4.2 Thermal Energy Network Phase 1 Final Feasibility Study and/or Detailed Engineering Study Deliverable(s): Deadline: 5/31/2026 The project is expected to be completed before July 31, 2026. Proposal will be awarded by 5pm, Monday, September 15, 2025. The Town reserves the right to reject any or all proposals and accepts no responsibility for the cost of proposal preparation. The Town also reserves the right to waive any minor bid irregularities and to make the award in the best interest of the Town.
