A timeline for the award has not yet been established.** Reference Number 0000396345 The City of Aurora is seeking bids from general Contractors to assist in addressing failing sanitary sewers before they are a major concern, the City developed a decision tree based on NASSCO's PACP coding. Emailed questions shall contain the project name and number in the email subject line, and must be received no later than time. Questions will be answered via addendum posted to online. This project is open to all Bidders. However, the awarded Bidder will be required to use one of the City's pre-qualified contractors for all CIPP work. The City of Aurora (the "CITY") has a proactive maintenance program and routinely TV's the City's sanitary sewer system. To assist the City in addressing failing sanitary sewers before they are a major concern, the City developed a decision tree based on NASSCO's PACP coding. As the sewers are TV'd the field operators are entering the appropriate PACP codes. Then the decision tree logic specifies the necessary next steps for the sewer line such as re-tv in ten (10) years, repair with cured-in-place pipe (CIPP), or dig and replace the pipeline. There are nine (9) options for "next steps" from the decision tree. Of the nine (9) options, dig and replace, point repair and CIPP lining, and significant point repair are the highest priority since they require the most engineering and design assistance and are indicative of a pipe being the most damaged. The first output of the decision tree has found twenty-four (24) lines in need of dig and replacement, one-hundred and four (104) lines in need of a point repair and CIPP lining, and seven hundred thirty-seven (737) lines in need of significant point repair. Those assets were then prioritized and built into the Capital Budget for rehabilitation. This project addresses the assets in the worst condition. The work generally involves a mix of open cut replacement and trenchless rehabilitation from CIPP to pipe bursting. This project is open to all Bidders. However, the awarded Bidder will be required to use one of the City's pre-qualified contractors for all CIPP work. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Each Bid shall be accompanied by an appropriate guarantee in the form of a Bid Bond made payable to the City of Aurora in an amount of not less than five percent (5%) of the amount of the Bid. In addition, the bid guarantee shall be accompanied in the same file as the bid. The Contract Documents require that all work be Substantially Complete by January 30, 2026, with Final Completion by February 27, 2026. Failure to complete the work as prescribed shall be considered as a Breach of Contract and subject to Liquidated Damages which are $3,000.00 per day. The estimated cost for this project is from $3,100,000.00 to $3,400,000.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
