In seeking the services of Annual Hose Testing, it is the intent of York County to contract with a responsible and responsive bidder who can follow through on an agreed schedule for all of the service. Tentative Date of Council Approval: October 6, 2025 In seeking the services of Annual Hose Testing, it is the intent of York County to contract with a responsible and responsive bidder who can follow through on an agreed schedule for all of the services and activities referenced in this Request (or in an associated work contract). 1.2 Scope of Work The selected bidder will have total responsibility for providing the following services: Testing of 180,000 ft of hose sized from 1 1/2 to 5 inch Conduct visual inspections, pressure testing, and documentation of all hoses per NFPA 1962 standards. Affix pass/fail identification tags or labels to each hose. Provide a digital report detailing hose condition. Hose identification (e.g., length, diameter, serial number) Pass/fail results Reason for failure (if applicable) Replacement recommendations Remove and dispose of any failed hoses if requested. On a set schedule provided to the bidder, each day bidder will set up at a predetermined location with hydrant access and apparatus will be brought to the site. Bidder will unload the hose, perform the testing, and reload the hose as it was loaded originally on the apparatus. Once all testing is completed an invoice will be sent to Department of Fire for payment along with printed or emailed copies of hose test records by department. All hoses that fail will be marked and tagged accordingly and not reloaded on the apparatus and placed with the spare hose usually on a utility trailer brought to the site. All Testing to be done according to NFPA 1962 standards. Target time for testing to maintain compliance with ISO is October 2025 or 1st 2 weeks of November 2025. 1.3 Site Locations York County will utilize 6 sites for testing 17 departments hose on various apparatus as well as spare hose. Site 1: Fort Mill, Riverview, Flint Hill Fire Departments Stanley/Black n Decker Distribution Center 4041 Pleasant Road Fort Mill, SC 29708 Site 2: Bethel Fire Department Bethel Station 1 5620 Oakridge Road Clover, SC 29710 Site 3: Clover, Bethany Fire Departments Westgate Industrial Park Intersection of Kilwater Ln & Ballycastle Drive Clover, SC 29710 Site 4: Lesslie FD and Oakdale FD Cold storage warehouse 3623 Lazyhawk Road Rock Hill, SC 29730 Site 5: Hickory Grove, Sharon, Bullock Creek, Smyrna Fire Departments Hickory Grove FD 5700 Wylie Ave Hickory Grove, SC 29717 Site 6: York, Bethesda, McConnells, Newport, York County Fire Departments York County Fire Training Center 2500 McFarland Road York, SC 29745 York County reserves the right to reject any or all responses, waive any technicalities and select the Bidder who is determined to best meet the needs of the County for this Request. The contract term shall be 3 years with two (2), one (1) year renewal options. The Contract must be valid from the date of the initial Purchase Order and must remain valid for the duration of term mentioned above. Breach or non-performance of any Contract term must constitute cause upon which the County may immediately terminate the Contract by written notice. A waiver by the County of any breach or non-performance of any term of this agreement must not operate as a waiver of any subsequent breach or non-performance.
