Prevailing Wage Required Springfield Utility Board (SUB) seeks a contractor to install underground facilities in the area surrounding 73 rd and A St. SUB is removing transformers from backyards and placing them street-side. This project involves replacing existing primary conduit, installing new vaults, replacing, removing, or repurposing old vaults, removing and installing transformers. Work will consist of open trenching or directional drilling, excavation for vault placement and exposing existing underground utilities for rework, vault placement and vault penetrations all to SUB specifications. o Excavate to expose north side of vault 78E121 o Drill and push new 2" primary conduit from vault 78E121 to vault 25A023 (~450') o Schedule with SUB line tech to make penetrations into each vault o 25A023 will be a SUB-excavated and installed vault o Excavate to expose north and east side of new vault 25A023 o Excavate to expose south side of existing vault 78E123 o Drill and push 2 new 3" secondary conduits from vault 25A023 to 78E123 (~150') o Schedule with SUB line tech to make penetrations into each vault o Excavate for and set new 4x4 vault 24A038 o Vault weight approx. 2750 lbs o Distance to set: approx. 17' from edge of curb to center of vault o Drill and push new 2" primary conduit from vault 25A023 to 24A038 (~430') o Schedule with SUB line tech to make penetrations into each vault o Excavate to expose west side of vault 78E007 o Drill and push new 2" primary conduit from vault 24A038 to vault 78E007 (~405') o Schedule with SUB line tech to make penetrations into each vault o Excavate to expose west side of vault 78E125 o Drill or trench and push or lay 2 new 3" secondary conduits from vault 24A038 to vault 78E125 (~105') o Schedule with SUB line tech to make penetrations into each vault o Backfill trench if trenching o Blow in mule tape to all conduit Access: o Access to vault 78E121 via canal access driveway off HWY 126 o Access to vault 78E123 via 7286 A St o Access to vault 25A023 - vault is street-side o Access to vault 24A038 - vault is street side with fence access o Access to vault 78E125 via 7309 B St and over existing fence o Or 7321 B St but access is narrow o Access to vault 78E007 via 267 73rd Pl o Contractor is responsible for requesting underground utility locates, private locates, and is responsible for pot holing as necessary. Contractor will acquire Encroachment Permit. Contractor shall provide SUB a copy of all permits prior to commencing work. Bid Bond: If the Utility estimates the Public Improvement contract resulting from this bid will exceed $100,000, each bid must be accompanied by a Bid Bond or a certified cashier's check upon a bank in good standing, payable to SUB, in an amount equal to at least ten (10%) percent of the total amount of the bid (OAR 137-049-0290). Such funds shall be forfeited and become the property of SUB if the bidder fails or refuses to enter into a contract and furnish satisfactory bond within ten (10) days (weekends and holidays excepted) after notification that its bid has been accepted. The check accompanying the accepted bid will be retained until the contract is signed and the contract bond of the successful bidder is approved by SUB. Bid bonds shall be issued by a surety company registered to issue bonds in the State of Oregon and utilizing a bond form acceptable to SUB. Payment & Performance Bond: If the contract that results from this bid exceeds $100,000, the successful bidder shall furnish, as part of execution of the contract, a corporate Surety Payment and Performance Bond in an amount equal to the full amount of the contract (OAR 137-049-0460). This bond shall be conditioned upon the faithful performance of the contract and upon payment of all persons supplying labor and materials for the construction of the work. The form and surety for the bond shall meet the approval of SUB and its attorney. c) Public Works Bond: If the contract that results from this bid exceeds $50,000, contractors and subcontractors are required to file with the Construction Contractor's Board a Public Works Bond with a corporate surety in the amount of $30,000 before starting work on a public works project subject to the provisions of the prevailing wage rate law (ORS 279C.800-279C.870) unless exempt.
