Ephraim City, Utah (the "City" or "Owner") is soliciting Statements of Qualifications (SOQ) from highly qualified Engineering firms to provide comprehensive professional services for the Ephraim Canyon Upper Waterline Replacement Project. The existing waterline is a critical component of Ephraim City's water infrastructure and requires replacement. The project site is located in the mountainous terrain of Ephraim Canyon, directly above Ephraim City, and is situated on U.S. Forest Service (USFS) land. This project includes a stream crossing, which will require the necessary permitting. Refer to Exhibit A for a project location map. This project is federally funded through the U.S. Army Corps of Engineers (USACE). As such, the selection of an Engineering firm and all subsequent contract activities must strictly adhere to federal laws, regulations, and guidelines, in addition to all state regulations for drinking water. The overall project funding allocated is approximately $450,000, which is intended to cover all project costs, including remaining permitting, design, construction, construction management, and inspection services. The exact length of the project may be adjusted to stay within budget. The expected timeline will be to complete all design and permitting this fall, with construction starting in the summer of 2026. The project must be completed by Fall of 2026, per funding requirements.
