Amendment 3: FA461325Q10290003 (15 September 2025): The purpose of this amendment is to add: Attachment 5 - Current Locations Map (Revised 15 September 2025). Attachment 6 - Questions and Answers. The contractor shall furnish all labor, equipment, materials, tools, and services necessary to install and configure a comprehensive security camera system and Emergency Action Message (EAM) warning light system at F.E. Warren Air Force Base, Wyoming. The scope includes installation of indoor and outdoor infrared (IR) cameras across Building 250 and Building 310, integration of camera outputs to multiple control stations, and support for future video signal transmission to Building 34 (Base Defense Operations Center). The system must be compatible with existing infrastructure, including Digital Watchdog monitoring systems, and meet stringent specifications for resolution, analytics, weatherproofing, and tamper resistance. All equipment must be sourced outside of China and include perpetual licensing with no recurring fees. The contractor is responsible for site verification, coordination with the Cultural Resource Manager (CRM) and the Wyoming State Historic Preservation Office (SHPO) for installations on historic buildings, and adherence to environmental, safety, and operational security regulations. Installation must avoid damage to historic structures, using existing holes and conduit where possible, and mounting into mortar rather than brick. The system must include redundant servers, 30-day video retention, and analytics for person, vehicle, and license plate detection. Bluetooth and wireless devices are prohibited. Training, documentation, and a post-award conference are required. The contractor must provide initial training, three copies of manuals, and final installation drawings. A three-year sustainment service agreement is required, including helpdesk support and biannual on-site maintenance. The contractor must also provide a one-year workmanship warranty and manufacturer warranties, with optional extensions. All work must be completed within 120 calendar days of contract award, and the contractor must comply with all applicable federal, state, and local laws, including those governing hazardous materials and controlled unclassified information.
