The project includes the following work: Construct a 50,000-gallon to 100,000-gallon municipal water tower on a site approximately 200 feet south of Cherry Street, a 150-feet connection watermain, and all related appurtenances, within the southern portion of the corporate limits of the Village of Kansas in Edgar County. A certified check or bank draft, payable to the order of Village of Kansas, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: iron and steel; Specifically Listed Construction Materials: Metals other than iron or steel (nonferrous metals), Lumber, Composite building materials, Plastic and polymer-based pipe and tube (e.g., PVC pipe). This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Specifically, the Contractor shall complete and return the Intent to Comply with Section 3 Requirements with their submitted Bid. Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The Village of Kansas reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the Village of Kansas for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Question Deadline 09/24/2025 No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven or more days prior to the date fixed for opening the Bids will be given consideration.
