The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Environmentally Integrated Dairy Management Research Unit (EIDMRU) requires the replacement of the Heating, Ventilation, and Air-Conditioning (HVAC) Control System Building Management System (BMS). The period of performance is 60 days from the issuance of the Notice to Proceed. This is a firm-fixed-price procurement for a brand name Tridium Niagara JACE building management system. The acquisition is being solicited as unrestricted under NAICS code 561210 Facilities Support Services, with a size standard of $47 million. The Government intends to award based on the lowest price technically acceptable (LPTA) quote that meets all technical requirements. The site of this work is at the USDA-ARS EIDMRU lab and office located at 2615 Yellowstone Drive, Marshfield, WI 54449. The anticipated start date of the contract is between August 1, 2025 and August 15, 2025 with 45-60 days to complete the design, installation, and testing of the system with final completion planned by September 30, 2025. All work at the site must be conducted during normal business hours of 8am and 5pm Monday through Friday unless scheduled in advance with facility staff. Contractors must notify the USDA technical POCs (Matt Akins-715-391-3246) and Joe Hattamer at least 1 week before anticipated start of the package implementation to ensure the plans work with the staff's schedule, and coordinate work schedules around other building projects. To include the removal of the existing Alerton headend, installation of a Tridium Niagara JACE and integrating existing controls for the BACnet MS/TP controlled building areas and the Phoenix Controls controlled lab areas HVAC equipment onto the new system. The work also includes developing new graphics for all controlled equipment, and new home page and floor plan similar to the existing user interface. Vendor must provide checkout of BMS to ensure operation of controlled equipment by the new BMS. 2.0 Background: The EIDMRU Lab building currently uses the Alerton BCM-ETH Compass 1 building management system (BMS). With the transition of computers to Windows 11 operating systems this requires upgrading the BMS. To allow for greater flexibility for maintenance and service of the BMS and use of existing hardware on site, we are needing to switch to a Tridium Niagara JACE compatible BMS that can work with the current devices on-site. The current hardware includes a BACnet MS/TP system trunk for the office area HVAC and a Phoenix Controls JACE system for managing the lab area HVAC. A site visit to understand the current building HVAC system and BMS is highly recommended to ensure an accurate quote is submitted.
