Camarillo Signal Painting and Yellow Borders Bid Bond: The bid must be accompanied by an uploaded scanned copy to PlanetBids of the bid security in an amount equal to ten percent (10%) of the total bid amount included with their proposals as required by California Law. Note: The original bid security of the three (3) lowest bidders must be submitted to the Public Works Department at 601 Carmen Drive, Camarillo, CA 93010, in a sealed envelope and be received or postmarked within three (3) City business days after the bid due date and time for the bid to be considered. The sealed envelope should list the Bidder s Name and be plainly marked on the outside, SEALED BID SECURITY FOR CAMARILLO SIGNAL PAINTING AND YELLOW BORDERS PROJECT TM-2025-2 . Required Contractor s License(s): The bidder must possess at the time a contract is awarded all classifications of contractor s licenses required by the City. For this project, the City requires that the bidder possess a valid Class C-61/D-64 Light Pole Restoration contractor s license. The City will also accept a valid License C-33 license. To be considered responsive, C-33 bidders must provide three (3) verifiable references for projects of similar scope that demonstrate experience working with municipal clients and implementing proper traffic control measures. (Similar scope refers to projects where the contractor has experience working in the public right of way performing tasks such as refurbishing and painting traffic signal indications and poles, and installing yellow borders) References must include: -Project owner contact information (name, title, phone, email) -Project description, scope, and completion date Bids submitted without complete, verifiable references meeting these criteria will be deemed non-responsive and will not be considered for award. Required Contractor and Subcontractor DIR Registration: The City will accept bids only from bidders that (along with all subcontractors listed) are currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. Information on registration with the DIR is available at: https://www.dir.ca.gov/PublicWorks/Contractor-Registration.html. This is a separate requirement from the Contractors State License Board licensing requirement. Labor Code Compliance: Any contract entered into pursuant to this Notice will incorporate the applicable provisions of the California Labor Code. Upon request, the City will make available copies to any interested party. Also, the successful bidder must post the applicable prevailing wage rates at the work site. Payroll Records and Prevailing Wage Monitoring: This project is subject to prevailing wage compliance monitoring and enforcement by the Department of Industrial Relations. Each contractor and subcontractor must keep an accurate payroll record, showing the name, address, social security number, work classification, straight time and overtime hours worked each day and week, and actual per diem wages paid to each journeyman, apprentice, worker, or other employee employed by the contractor or subcontractor in connection with the public work. These records must be certified and made available by the contractor as required by Labor Code section 1776. Certified payroll reports must be provided to the City on a weekly basis for state-funded public works projects and in accordance with 29 C.F.R. 5.5(a)(3) for federally funded public works projects. The City reserves the right to open all bids submitted. The right is reserved to reject any and all bids, to accept one part and reject the other, and/or award an order or orders as will best serve the interests of the City. In the event of any such rejection, the City shall not be liable for any costs incurred in connection with the preparation and submittal of a bid. Incomplete or non-conforming bids will be rejected. The work to be performed includes the painting of all signal heads, signal poles, pedestrian housing, and pushbutton assemblies, as well as the installation of reflective yellow borders on each signal head at the eleven (11) signalized intersections listed below. The Contractor must provide all new materials required for the painting and installation of reflective yellow borders. The Contractor must provide a Certificate of Compliance and a One-Year Warranty for all work performed. All work associated with this project must conform to the requirements of the State of California Department of Transportation most current edition of the Standard Plans and Standard Specifications, City of Camarillo Standards, these Special Provisions, and the Scope of Work as outlined in EXHIBIT A. Carmen and Ventura Specific Work at Ventura and Arneill Boulevard Intersection In addition to the standard scope, the Contractor will also need to paint: Six (6) 10' decorative street light poles Eighteen (18) decorative bollards One (1) old town clock COMPLETION TIME: 180 WORKING DAYS LIQUIDATED DAMAGES: $1,500 PER CALENDAR DAY
