Site work and new construction of a military facility in Kingston, Ontario. Completed plans call for the construction of a 126,241-square-foot, two-story above grade military facility; and for site work for a military facility.
Defence Construction Canada (DCC) invites general contractors to express their interest in providing all labour, materials, and equipment necessary to build a 11,689 square meter building that will serve as an operational center for the 21 Electronic Warfare (EW) Regiment. The building will include vehicle storage, maintenance as well as supporting office, classroom and mixed-use spaces. Refer the New Building ME46 Summary document for further details. This Request for Expression of Interest (RFEOI) is the first step of a two-step solicitation process, the second step being the Tender Phase. Only the general contractors who will have responded to this RFEOI will be invited to submit a bid during the Tender Phase. DCC will proceed with the Tender Phase around October 2025. The Department of National Defence is constructing a new facility to serve as an operational centre for the 21 Electronic Warfare (EW) Regiment. This purpose-built facility will enhance the Canadian Forces capabilities in the electronic warfare field by supporting both deployed operations and static base functions. The 11,689 square meter building will house a highly specialized operational support unit including a vehicle storage and maintenance garage complete with parts and equipment storage. The remaining footprint is two stories of offices, classrooms and mixed-use spaces. The facility will accommodate a variety of 21 EW Military Pattern Vehicles including the new Armoured Combat Support Vehicle. The tender is Phase 2 of the overall works. "Phase 1 - Site Works" was completed under a separate contract and involved execution of the majority of sitework. Some site works are still to be completed under this contract. The building elements include: Foundations Reinforced concrete spread footings and strip footings supporting piers and steel superstructure above. Reinforced concrete foundation walls. Concrete slabs on grade at two different elevations (50 millimeter rise). Superstructure Steel structural frame with columns and beams Braced frame lateral force resisting system. Second floor structure is framed with steel beams and columns supporting a concrete slab on deck. Roof structure is framed with steel beams and joists supporting a steel deck. Building Envelope Exterior walls: combination of aluminum curtain wall and windows/doors, aluminum composite panels, metal siding and masonry veneer. Insulated metal overhead doors and man doors Flat roofing system - Ketone Ethylene Ester (KEE) roofing membrane on insulation on steel deck Non-combustible skylights Interior Construction Interior partitions: steel stud and gypsum board with acoustic insulation and reinforced concrete block Ceilings: suspended acoustic tile in office areas, gypsum board ceilings in washrooms and utility spaces, exposed painted structure in garage and support areas. Flooring: Luxury Vinyl Tile in offices, ceramic tile in washrooms, sealed concrete in support areas. Doors: a mix of wood and hollow metal Specialties: Barrier Free machine room-less elevator serving both floors three sets of stairs composed of conc on metal pan and steel structure, two of which extend to serve the roof vertical folding partition panels intumescent fireproofing on second floor and mezzanine structure systems and free-standing furniture metal storage shelving vehicle lift Mechanical System heating and cooling from air source electric heat pumps with auxiliary Natural Gas radiant heating panels as supplemental heat Variable Refrigerant Flow (VRF) systems throughout occupied areas paired with Radiant Panel Heaters to supplement the heating in colder outdoor ambient temps; Unit heaters using low temp heating water in the repair garages, stairwells, corridors and shower areas; Fuel fired natural gas boiler as supplemental heat source for the building; air source heat pumps, Make-Up Air Units; Domestic Water Heating all electric. Fire Protection-fully sprinklered Electrical System 600 V, 3 phase main service; electrical panels distributed per floor LED lighting throughout. Fire alarm system. Lightning protection Site lighting and power distribution Uninterruptible Power Supply (UPS) systems Emergency generator with life safety and non-life safety transfer switches Structured cabling and raceways for IT/data Provision of solar panels in parking area and on roof Site Works Asphalt parking lot with concrete curbs and sidewalks Hydroseeding of landscape areas Landscaping with trees, shrubs, grasses fencing The Rough Order Magnitude estimate / Construction Cost Limit for this Contract is $68,000,000.00 Million (Current Year $). The works shall reach substantial completion no later than 784 calendar days following the notification of contract award and shall be completed no later than 119 calendar days after the substantial completion date.
