Site work and new construction of a multi-residential development in Fresno, California. Completed plans call for the construction of a 52,324-square-foot, one-story above grade, 82-space multi-residential development; and for site work for a multi-residential development.

As of October 17, 2025, this project has not yet been awarded. A timeline for the award has not yet been established. Garland Gardens- Comprehensive Rehabilitation, Pre-Construction, and New Construction Fresno Housing (FH) is requesting proposals from one or more B Classification Licenses for General Contracting in the State of California, General Contractors/Construction Managers (GC/CM) for comprehensive rehabilitation, pre-construction, and new construction for the Agency's property, Garland Gardens, located at 3726 N. Pleasant Avenue in Fresno, California. It is a 51-unit affordable housing community scheduled for comprehensive rehabilitation. The site consists of 12 single-story residential buildings (five 5-plexes, six 4-plexes, and one duplex). The unit mix includes 45 two-bedroom units and 6 three-bedroom units, with one unit to be converted into a managers unit. All aspects of the building rehabilitation and construction shall comply with the minimum construction standards to ensure longevity and safety. Full interior renovations across all residential units Replacement and upgrading of building systems and infrastructure Construction of a new 1,800 sq. ft. community building Site work improvements, including new pathways, landscaping, and a new trash enclosure Conversion of six units to meet full accessibility standards Provide preconstruction services, including cost estimating, constructability reviews, and value engineering Develop and manage a detailed construction phasing plan in alignment with the relocation schedule Ensure safety, compliance, and minimal disruption to residents and the surrounding neighborhood Collaborate with Fresno Housing, the architect, and consultants to deliver the project on time and within budget Building Descriptions: Building A: Single-story, wood frame construction, 5,120sf Building B: Single-story, wood frame construction, 3,761sf Building C: Single-story, wood frame construction, 3,761sf Building D: Single-story, wood frame construction, 1,880sf Building E: Single-story, wood frame construction, 5,120sf Building F: Single-story, wood frame construction, 5,120sf Building G: Single-story, wood frame construction, 4,100sf Building H: Single-story, wood frame construction, 4,797sf Building I: Single-story, wood frame construction, 3,761sf Building J: Single-story, wood frame construction, 5,120sf Building K: Single-story, wood frame construction, 4,062sf Building L: Single-story, wood frame construction, 3,761sf Building M: Proposed new 1,961-square-foot community building including kitchen, computer space, and on-site management office All aspects of the building rehabilitation and construction shall comply with the minimum construction standards to ensure longevity and safety.
