The City of Kingsland, Georgia is soliciting sealed proposals from qualified firms to provide architectural and engineering (A/E) services for the redevelopment of Lions Park, including ball field reconstruction, grading, drainage improvements, and phased redevelopment of park amenities. The selected firm will provide planning, design, permitting, construction documents, bidding assistance, and construction administration services. The project will be staged in phases to align with funding availability and community priorities. Project Background Lions Park is a City-owned public park located within the City of Kingsland. The park includes multiple ball fields and recreation areas that have not been adequately maintained in prior years. The fields and common areas require complete regrading, drainage improvements, and reconstruction to meet modern safety and recreational standards. The City seeks a professional design partner to develop a comprehensive phased redevelopment plan that addresses: Site grading, drainage, and stormwater management Rebuilding of existing ball fields to recognized athletic standards Design of lighting, irrigation, and utility upgrades ADA compliance throughout the park Pedestrian circulation, parking, and site access improvements Park amenities (restrooms, concessions, seating, shelters, landscaping, signage) Scope of Services The successful proposer shall provide complete A/E services, including but not limited to: 1. Pre-Design & Assessment Site analysis and survey (topographic, boundary, and utilities) Environmental review and permitting requirements o Public engagement as directed by the City 2. Master Planning & Phasing Plan Develop phased implementation strategy Provide cost estimates for each phase 3. Design Development & Construction Documents Civil, structural, architectural, electrical, mechanical, and plumbing design as required o Ball field layout to current standards (e.g., Little League, softball, or other applicable) Irrigation, lighting, and drainage systems ADA-accessible facilities 4. Bidding & Procurement Assistance Preparation of bid documents and specifications Assist the City with bid review and contractor selection 5. Construction Administration Provide oversight during construction, including site visits, shop drawing review, and final inspection Certify project completion Insurance and Bonding Requirements The selected firm shall maintain, at its expense, the following minimum insurance coverage: Commercial General Liability: $1,000,000 per occurrence / $2,000,000 aggregate Professional Liability (Errors & Omissions): $1,000,000 per claim Workers' Compensation: Statutory limits Automobile Liability: $1,000,000 combined single limit Proof of insurance must be provided prior to contract execution. A Bid Bond (5%) will be required for contractor bidding packages prepared by the selected firm. Performance and Payment Bonds (100%) will be required of all awarded construction contractors.
