Semi-annual boiler maintenance and testing services are required for the Puget Sound VA Medical Center. The scope includes inspection, testing, and calibration of boiler plant burners, controls, instruments, and feedwater deaerators to ensure compliance with VHA Directive 1810, NFPA 85, and ASME Boiler & Pressure Vessel Code. Services must be performed twice annuallyby May 31 and December 31 with combustion tuning, internal and external inspections, and safety device testing. The contractor must provide on-site repairs or upgrades to meet BEI standards and deliver six hours of training per visit on boiler safety devices and controls. Equipment includes York Shipley and Cleaver Brooks boilers and tanks located in Seattle and Tacoma facilities. Inspections must be coordinated with the COR, scheduled during low steam demand periods, and prepared in advance by PSVAHCS staff. Internal inspections of feedwater deaerators are required every six years or more frequently if repairs have occurred. Magnetic Particle Testing may be subcontracted if necessary.
