The County of Riverside Purchasing, on behalf of the Riverside County Sheriff's Office (RSO), Colorado River Station, is seeking competitive bids for service, repair, and maintenance of their current boat fleet as detailed in this Quick Quote (QQ). The Colorado River Station (CRS) Marine Enforcement Unit (MEU) conducts boating safety education and enforcement on approximately 80 miles of federal waterway on the Colorado River. The MEU covers from the Imperial County line in the south to the San Bernardino County line in the north. Typical safety issues consist of boating under the influence, reckless boating, unregistered vessels, underage operators, sunken/submerged vessels, missing persons, drownings, and vessel collisions. The CRS MEU fleet consists of three enforcement vessels. Two Rogue Jet Works boats (manufactured 2023 and 2024) are the main enforcement vessels, while the River Hawk (manufactured 2019) is a training/back-up vessel. The two Rogues require annual service and the Riverhawk is in an "as needed" status, therefore requiring periodic maintenance to maintain a usable condition. Common issues faced are ingesting sand and weeds into the jet impeller which fouls it, allowing debris to accumulate and reduce engine performance. Various unforeseen mechanical issues may also arise. Annual service is expected to be conducted each year prior to the start of the boating season (usually in April). This consists of oil/filter change, servicing of the jet pump, checking fuel lines and filters, servicing the cooling system, and servicing the trailer. A sample contract is attached to this solicitation as Exhibit C. Please review the Professional Service Agreement carefully.
