The purpose of this Invitation for Bids (IFB) is to solicit bids to furnish/provide Road Pavement and Concrete Repairs on an "as needed" basis. The Contractor shall provide all labor, equipment, supervision, and material(s) to patch utility pavement cuts made by the City of Newport News and to remove and replace concrete pavements that have been cut or disturbed by the City. Question Submission Deadline: September 23, 2025, 1:00pm The Contractor's responsibilities shall include, but not be limited to: Mobilization and traffic control; Excavation, backfill, and compaction; Placement of asphalt, concrete, and other specified materials; Surface milling, overlays, and pavement markings; Obtaining permits as required for non-Waterworks projects; Protection of existing utilities and infrastructure; and Proper disposal of all waste materials. Payment for work shall be made at the contract unit or lump sum prices as specified for each bid item, and shall constitute full compensation for all labor, equipment, materials, and incidentals necessary to complete the work. The City reserves the right to reject any bid in whole or in part and to delete items before making an award when the City determines that any of the bid prices are significantly unbalanced to the potential detriment of the City and for other reasons when in the City's best interest.
