For the purposes of bid evaluation, this project will be divided into three phases. Due to the nature of the requested deliverables, it is recognized that such phases may not ultimately be completed as distinct and separate portions of the project. A. Phase I: Pre-Design Work & Site Analysis 1. Prepare a detailed project schedule that identifies major tasks and benchmarks. Estimate the time that is necessary to accomplish each such task. 2. Prepare a companion document that identifies potential risk issues that could negatively impact the project budget or schedule. Identify and develop strategies to mitigate these risk impacts. 3. Participate in a project kick-off meeting with the owner's project team to formulate a design statement in which major project goals and the means of implementation are identified. 4. Review existing records, including prior engineering reports and contractor quotations. Notify the Borough Manager of any required documentation. 5. Perform a detailed analysis of the conditions of each project site 6. Coordinate with adjacent property owners as needed. 7. Investigate the status of utilities that abut or encroach on the project area. 8. Review drainage considerations at each location. 9. Review soil conditions as necessary to ensure long term sustainability on steep slopes. 10. Prepare recommendations regarding any immediate minor repairs that could be made by internal Borough staff, such as joint caulking or additional bolting of handrails. 11. Generate a preventative maintenance document and associated schedule to permit the Borough to preserve functional infrastructure until such time that improvements or upgrades can be completed. Project Location: 23 Separate Sites within the Borough of Brentwood, Allegheny County, Pennsylvania The Borough of Brentwood, Allegheny County, Pennsylvania, is inviting firms to submit a proposal for a one-time contract to perform certain professional services. the Borough is seeking to conduct its Stairway Assessment & Design Project. The successful firm will conduct an engineering evaluation of the Borough-owned pedestrian walkways that contain concrete stairs, a graded asphalt path, or a combination of both. The firm will both review current site conditions and will also study usage figures and pedestrian route alternatives to determine the need for the Borough to retain such infrastructure. The responses provided in the proposal must remain valid for a period of no less than 60 days from the date of the bid opening. The Borough reserves the right to reject any or all proposals, or any part thereof, for any reason and also reserves the right to waive any informality therein.
