Demolition, site work and paving for a mixed-use development in Madison, Wisconsin. Completed plans call for the demolition of a municipal facility; for site work for a municipal facility; for paving for a sidewalk / parking lot; and sidewalk / parking lot.

SBE GOAL 5% Prequal Application Due By September 18, 2025 Only contractors that have obtained a digital ID from online will be able to submit an electronic bid. A digital ID may be obtained at no cost. However, it should be obtained in advance of submitting a bid as it may take several days to receive the digital ID. Submission of a bid also requires per-bid payment of $50, or a monthly subscription of $60 for unlimited bidding. Bidders shall use forms supplied by the City of Madison attached to this document. Substitute forms may not be accepted. The deadline for receiving questions and clarifications shall be 4:00 p.m. on Thursday, Sept. 18, 2025. Any questions or requests for clarifications regarding plans and specifications shall be submitted directly to the City Project Manager via email. Property Description: The 79,502 square foot parcel includes a 535 sq. ft. bathroom building, (29) 64 sq. ft. shelters, a storage shed, and site improvements including an asphalt fire lane with street pole lighting, a grill/picnic area, bike parking, a trash enclosure and fencing with PDS slatting at the perimeter of the site. The Demolition Reuse and Recycling Plan is divided into three sections to coordinate work with the Public Works project timeline. I. Reuse Phase: Salvaging reusable items. II. Pre-Demolition Phase Recycling: Hazardous and regulated materials must be removed for proper disposal prior to full deconstruction. These items include lighting, electronics, batteries, refrigerants, appliances, and hazardous chemicals. III. Demolition Phase Recycling: Recycling building materials during deconstruction and demolition can reduce negative environmental impacts and reduce landfill fees. Recyclable materials include concrete, brick, asphalt, metal and wood. Reuse Plan: 1. City Engineering plans to work with City agencies who helped provide items during the creation of the campground for the removal and reuse of various site items prior to the contract for demolition commencing. The following items are planned for salvaging and reuse: a. City of Madison Traffic Engineering will be removing (9) street lights and poles and (3) bike racks. b. City of Madison Parks will be removing the (5) picnic tables and (5) direct bury grills. c. City of Madison Engineering will be removing (30) electrical peds and the main panel and pulling wire from those as well as the light poles. d. The awarded GC for the demolition contract will work with City of Madison Engineering to salvage and deliver (2) concrete and (1) HDPE culverts to a City storage facility/yard. 2. City Engineering plans to work with an auction service to advertise for removal and reuse: a. (29) pallet shelters including the air conditioning units b. (1) bathroom building c. Perimeter fencing with (2) pedestrian and (2) access gates. d. In the event the above items are not successfully auctioned, it is the responsibility of the general contractor of the demolition contract, to remove and dispose of the items per this reuse and recycling plan. Pre-Demolition Phase Recycling: 1. Removal of loose garbage from inside the shelters and the bathroom building will be completed by a separate contract administered by the Community Development Division prior to the start of the demolition contract work commencing on site. 2. City of Madison Streets will remove loose debris on the exterior grounds of the parcel. 3. The demolition contractor shall be required to properly remove and dispose of hazardous materials, including but not limited to lighting, batteries, refrigerants, appliances and HVAC equipment, mercury thermostats, paint, stains and other chemicals. 4. For all materials that can be removed during the pre-demolition phase, the demolition contractor shall provide written evidence of proper handling and disposal. Receipts or other proof of recycling shall include dates, material quantity, weight or volume and name of the recycling or disposal company contact information. The demolition contractor shall provide copies of all documentation to the City Project Manager prior to contract closeout. 5. All fees associated with any recycling is the responsibility of the contractor. 6. State hazardous waste regulations provide guidance for recycling the following items after the reuse phase is complete and prior to building demolition. (Note: Each section below may contain potential industry contacts for proper disposal of the material in each section. The General Contractor may use other companies at their discretion.) a. Light fixtures i. State hazardous waste regulations require all light bulbs and ballasts containing mercury or polychlorinated biphenyls (PCB's) to be recycled. If not reused, bulbs and ballasts must be taken to a recycler or consolidator. The consolidator or recycler must be licensed and in compliance with applicable environmental regulations. ii. Whenever possible all bulbs and fixtures should be removed and repurposed. When repurposing is not possible the following recycling procedure shall apply: 1. All bulbs shall be removed from fixtures and recycled or disposed of by type. 2. All ballasts shall be removed from fixtures and recycled by type. 3. Fixture housings shall be sorted by material and properly recycled. iii. The following are potential sources for recycling lights and fixtures. 1. PKK Lighting, 7182 Hwy 14 Middleton, (608) 836-7821 b. Batteries i. Batteries may contain toxic heavy metals and chemicals, including nickel, cadmium, manganese, mercury, lead, and sulfuric acid, which threaten our environment if not properly handled. Any batteries found during demolition shall be sorted by type and properly recycled. ii. The following are potential sources for recycling batteries. 1. PKK Lighting, 7182 Hwy 14 Middleton, (608) 836-7821 c. Refrigerants i. Refrigerants are used in cooling equipment such as air conditioners and refrigerators. Wisconsin Administrative Code NR 488 regulates handling and disposal of refrigerants. It requires all commercial entities handling and recovering these refrigerants and coolants to register with the Wisconsin DNR and annually certify that they will transport items in a manner that prevents refrigerant releases. Documentation of proper handling must be retained for three years.
