The owner has determined a prequalified list of design build companies Request for Qualifications for Design-Build Services for the North Branch Jail Expansion. Project Objectives o Design and construct a Project that will achieve Design Excellence (see2.6.10). o Establish a collaborative relationship between the Owner and the Design-Build Team to deliver guality design and construction on time and within the Owner's budget. o Minimize disruptions to Sheriff operations during construction through collaborative scheduling and coordination, o Maintain a safe, injury free worksite. 2.4 Project Budget The budget ("Stipulated Sum" or "Budget") for the Scope of Work referenced in Section 2.3 is One Hundred Sixty-Five Million Dollars ($165,000,000.00). 2.3 Scope of Work The Project consists of the design and construction of 1.5 Housing Units (6 pods containing 64 beds each), a secure connection to the existing NBJ, a new central utility plant for water utilities and water filtration, and site improvements including Fire Access roads, parking, and security fencing. The 1.5 Housing Units will include day rooms, yards, support spaces, command and control stations, non-contact visitation for the public, as well as offices and workstations for Sheriff staff. It is intended that the expansion be an all-electric facility that draws power from the existing NBJ central plant. Site utilities (water, fire water, sanitary sewer, storm water) are available at the site and able to serve the Project. Special systems such as security, fire alarm, emergency power (via existing diesel generator), among others will need to connect to, and be compatible with, existing site utilities and systems in the existing NBJ. The Project is expected to be rooftop "solar ready" (no installed array or panels), and must also utilize the Crime Prevention Through Environment Design ("CPTED") standards. The final plans and specifications shall specifically note the design has been developed in accordance with the CPTED standards.
