The City of Groton, Department of Utilities is requesting formal bids to provide cleaning and video inspection services for the City of Groton sanitary sewer system. The total length of sewer to be cleaned and video inspected is approximately 169,000 feet and is comprised of gravity sewers ranging in size from 8-inch to 30-inch diameter. The intent is to award the project and enter into a multi-year agreement with the selected bidder to conduct approximately 50,000 linear feet of sewer pipe annually within a 90-day window. Submitted pricing shall be guaranteed for the first two years, with a negotiated annual escalation of no more than 3% per bid item for each year thereafter. Each bid submitted must be accompanied by a Certified Check or a Bid Bond in the amount of 10% of the total amount of the tendered bid and made payable to the order of the City of Groton, Department of Utilities. The Contractor awarded the work will be required to furnish a 100% Performance Bond and 100% Labor and Materials Bond. All prospective bidders shall take note that State of Connecticut prevailing wage rates are to be paid on this project. All prospective bidders shall take note that the City of Groton is exempt from the payment of State of Connecticut sales tax. Contracts will be compared and awarded on the basis of (1) the lowest, responsible, responsive and qualified bidder, (2) the experience and past performance of the Contractor. The City of Groton Utilities Commission reserves the right to accept any bid or to reject any or all bids should the Commission deem it to be in the public interest to do so, or to delete or reduce the scope of any work in order to bring the cost within available funds.
