The City of Seattle is seeking qualifications for Phased Critical Water System Seismic Engineering & Planning Services. Background Seattle Public Utilities (SPU) is seeking a consultant team to perform several structural/seismic engineering assessments and planning studies on water system assets identified to be seismically vulnerable in SPU's 2018 Water System Seismic Study and subsequent reports. The 2018 Seismic Study provided an overview of seismic potential in the Puget Sound region, while considering high-level the seismic risks and vulnerabilities that could impact the SPU water system. The consultant team will build upon this study, providing more detailed engineering evaluations of the specific assets and facilities identified as being vulnerable. SPU intends to execute one (1) Phased contract with an estimated value of work ranging from $3,000,000 to $5,000,000. SPU may amend the contract for potential future phases including design and construction support services for projects. Each Phase will be issued by way of Work Assignments. SPU reserves the right to adjust the contract amount and its duration based on available funding, scope of work and vendor capacity. SPU does not guarantee any minimum quantity of work under this contract. The scope of work will include completing detailed seismic assessments, structural evaluations for facility retrofits, development of design concepts, and creating planning level cost estimates. This will result in the preparation of planning reports with the necessary level of detail and information to complete options analysis and alternative selection, prior to proceeding with the implementation of seismic upgrade/retrofit capital improvements for the identified water system assets. Additional assessments and studies are anticipated to be added at later dates. Subsequent phased efforts for design, permitting, and technical construction support could follow, as needed. The initial planning studies anticipated under this contract may include, but are not limited to the following: Cedar Control Works Building and Cedar Control Works Surge Tanks, Cedar River Pipelines at MLK (CRPL. 1, 2, and 3), A study to further evaluate the 2018 recommendation to install seismic isolation valves in areas of distribution system vulnerability to prevent rapid depressurization of water system following a major earthquake. The Control Works Building and Surge Tanks, as well as the Cedar River Pipelines at MLK, are critical assets within SPU's water transmission system responsible for supporting water system resiliency and providing minimum levels of service to SPU's direct service area and wholesale customers. Ensuring these facilities and others can withstand a major earthquake and stay operational is an essential objective of both SPU's seismic program and its fundamental mission of providing dependable drinking water.
