Disposal and Recycling of Solid Waste. Conditions of Service Montgomery County seeks a 10-year disposal contract for the disposal services for approximately 40,000 tons annually of Municipal Solid Waste (MSW) received at various County Transfer Stations. The County or others will deliver the Solid Waste to county owned transfer stations. The RFP price shall include final disposal at permitted solid waste disposal facilities for the Contract Term. The RFP requests a price per ton of Solid Waste delivered to the Disposal and Recycling Center for the contract term. The selected Contractor will be responsible for receiving, processing, and recycling the MSW and ensuring compliance with all applicable environmental and regulatory standards and supporting the state and county's goals under the New York State Climate Leadership and Community Protection Act (CLCPA) and the NYS Climate Smart Communities Pledge consistent with Montgomery County Resolution No. 111 of 2016, dated June 28, 2016. It is agreed that the certified check or bid bond shall be collected and retained by The County as liquidated damages in the event The County accepts this bid within 90 days after the bids are received and if the Proposer fails to execute the contract within thirty 30 days after the date said the bid is accepted, otherwise, said check or bond shall be returned to the Proposer. The County will require that the successful Proposer provide a performance bond of 100% of the annual contract value within 10 days of award. Proposer must submit evidence of their ability secure the necessary bond.
