The Village of East Alton seeks a qualified professional engineering firm to provide construction engineering services for a street improvement project on St. Louis Avenue, covering approximately 0.97 miles from Main Street to Cotter Street. The project includes pavement patching, milling, hot-mix asphalt resurfacing, sidewalk curb ramp upgrades, and other miscellaneous construction items. Required services include providing a resident construction supervisor with a valid Documentation of Contract Quantities certification; observation for compliance with plans and specifications; surveying for construction layout; maintaining daily records of contractor activities; materials testing; making measurements and keeping quantity records; preparing partial and final pay estimates; and preparing change orders and reports as required by IDOT. Firms must be prequalified with IDOT in the category of Special Services – Construction Inspection. Interested firms must submit a Letter of Interest and a Statement of Qualifications containing specified information regarding the firm's history, personnel, experience with similar projects, workload capacity, and references. Three hard copies of the submittal must be delivered in a sealed envelope clearly labeled for the project. The submittal must include copies of necessary IDOT and State of Illinois registrations, and responses must follow stated instructions and deadlines.
