If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. ILDOT - 006 - Intersection Improvement (Channelization, Pavement Widening, Resurfacing), Minor Lighting Improvements, Drainage Improvements The primary project is located at the intersection of IL 50 at Governors Hwy and Dralle Road in Will County in the Village of University Park. Additional drainage improvements are located at the IDOT Maintenance Yard north of the primary project location between Cicero Avenue and Governors Highway in the Village of Monee. IL 50 (Governors Highway) at Dralle Road, is a four-lane Other Principal Arterial with two 11-foot through lanes northeast and southwest bound. The project is funded as a safety improvement project under the Highway Safety Improvement Program (HSIP). The intersection of Governors Hwy and Dralle Rd is a high safety tier intersection. The improvements will include traffic signal modernization, the addition of a northbound left-turn lane at IL Route 50 and Dralle Road, median improvements, and profile improvements to Dralle Road. The additional drainage improvements were included as a supplement to address a broken 12" drain tile north of the IDOT Maintenance Yard in the Village of Monee. This supplement is a response to negative drainage impacts to Governors State University. The supplement will include removal and replacement of the damaged 12" drain tile along the north edge of the IDOT property, CIPP lining of drain tile running under Governors Highway and Cicero Avenue, and minor regrading and cleaning of existing ditches on site.
