Sealed bids are requested for testing of power distribution substation protection relays, I/O processors, grounding systems, revenue meters, medium voltage circuit breakers, and 69kV circuit switchers. The work must follow specified requirements and proposed contract forms on file with Melrose Public Utilities. Bidders and their subcontractors must provide a signed statement verifying compliance with the State of Minnesota “Responsible Contractor” law. All bids must use forms provided by the Engineer and include a bid security of ten percent of the bid amount. Payment terms include ninety-five percent upon certification of completed work, with the remainder paid within thirty-one days of final acceptance. Construction is to proceed upon issuance of a Notice to Proceed, with substantial completion required by a set deadline. Bids may not be withdrawn within thirty days of receipt, and Melrose Public Utilities reserves the right to waive irregularities, reject any or all bids, and enter into a contract in the utility's best interest.
