The Village of Monee is requesting Statements of Qualifications (SOQ) from IDOT-prequalified engineering firms for Phase III – Construction Engineering Services for the intersection improvement of Monee-Manhattan Road at Cleveland/Hamilton Avenue. This project is federally funded, and consultant selection will follow the Qualification Based Selection guidelines in the Brooks Act and the Federal Highway Administration requirements for the procurement, management, and administration of engineering and design related services. Consultants will be evaluated on the following areas: firm's experience, team's experience and qualifications including subconsultants, key personnel expertise and past performance including subconsultants, technical approach to the project, and local presence. Consultants must submit two paper copies and one electronic copy of their Statement of Qualification. The purpose of the improvement is to improve safety by shifting the south leg, Cleveland Avenue, east to align with the north leg (Hamilton Avenue). Monee-Manhattan Road will be widened to the east so that there are 2-lanes of traffic in each direction, and Hamilton Avenue will be widened to provide an exclusive right-turn-lane. Other work will include storm sewer, sidewalk, traffic signals, street lighting and related work. The project is planned for a February 27, 2026 letting through the Illinois Department of Transportation with construction scheduled for completion in Summer/Fall of 2026. The programmed construction budget for this improvement is $3,210,000.00.
