The project is expected to be awarded on February 24, 2026** Proposals are requested for providing a parking access and revenue control system (PARCS) solution for six parking facilities owned and operated by the Franklin County Convention Facilities Authority (FCCFA). The selected firm must supply and install all equipment, as well as provide ongoing maintenance, repair, and troubleshooting services. The FCCFA seeks a provider with relevant experience and the competence to deliver a turn-key PARCS solution. Submittals must include: a description of the firm; details of proposed project staffing including resumes and credentials; information on experience providing comparable services (with references); a discussion of the approach for completing the project with detailed PARCS specifications; and a fee proposal. The parking operation for the GCCC consists of six (6) parking locations strategically located around the GCCC. These locations include four garages and two surface locations containing approximately 4,700 parking spaces with 49 gated lanes. Revenue generated from parking operations exceeds $11.5 million per year on 512,000 revenue transactions, 97% of which were credit card/app payments. The scope of services requested through this RFP will be for the purchase, installation, maintenance, repair, and service of a comprehensive PARCS.
