The project consists of electrical maintenance, inspections, and testing of all substation equipment, including the electrical distribution systems, breakers, transformers, switches, switchgear, relays, load tap changers, replacement parts and metering for battery system, repairs to Transformer T-4, and circuit testing as detailed within the specifications. Contract documents and plans may be examined at the Borough Engineer’s office or the office of the Borough Clerk during business hours and obtained upon payment. Proposals and contract documents must be in sealed envelopes, clearly labeled, and accompanied by a Statement of Consent of Surety from an authorized surety company. Each bid must include a certified check or cash of at least ten percent (but not more than $20,000) of the bid amount or a bid bond as a guarantee. A certificate from a bonding company licensed in New Jersey must also accompany the bid. Bidders must comply with "The Public Works Contractor Registration Act" and attach a Department of Labor Certificate of Registration. Proof of Business Registration with the New Jersey Treasury must also be included. The successful bidder must comply with the New Jersey Prevailing Wage Act, all safety and non-discrimination requirements, and furnish a surety company bond in the contract's full amount for faithful performance. The Borough reserves the right to increase or decrease quantities, reject any or all bids, or award the contract based on available funds. No bidder may withdraw their bid for sixty days after bid opening.
