**January 15, 20265 project not yet awarded.** The project includes drainage, sewer main lining, sidewalk and street surface improvements on Valley and Mill Streets. The project is being administered by the Pioneer Valley Planning Commission (PVPC) and funded by the Massachusetts Executive Office of Housing and Livable Communities FY22/23 Spencer Community Development Block Grant Program. Complete instructions for filing bids are included in the project manual. Contract Documents, including plans and specifications, may be viewed electronically at www.BidDocs.com and hard copies requested at Nashoba Blue, Inc. There is a refundable deposit per set for contract documents and additional costs for mailing. Bids must be accompanied by a bid deposit in the amount of five (5%) of the greatest possible bid amount, considering all alternates, and made payable to the Town of Spencer. Bids for this project are subject to prevailing wage rates required by Massachusetts law and federal Davis-Bacon Act standards. The Authority encourages the use of minority-, women-, and disadvantaged-owned businesses, as well as affirmative steps to ensure training and employment for lower-income residents and subcontracts to HUD-defined Section 3 businesses. Bidders must make a good faith effort to meet the Federal MBE/WBE policy. Bids may be changed or withdrawn prior to the bid opening via written submission. The contract is subject to the availability of funds and may be cancelled by the Authority. The Town reserves the right to waive informality or reject any and all bids in part or in total as deemed in its best interest. The Town will not be responsible for any costs incurred by a bidder in preparing bids for this project. Pre-qualification requirements: MassDOT prequalification of contractors with the class of work as Highway Construction for the project with an estimated value of $999,000 will be required.
