Sealed bids are requested for furnishing equipment and operator services for water and sewer main installation and repair, as well as highway drainage installation and repair. The work also includes roadway patching and paving improvements for general and State Aid work at various town-wide locations to be determined by the Town of Spencer. The work period is from July 1, 2026 through June 30, 2026, with an option to renew for an additional fiscal year. Bids must include a bid security in the amount of $2,000.00, which can be in the form of a bid bond, cash, or certified check. Bidders are required to comply with the minimum wage rates and weekly payroll record submittal requirements as set forth by Massachusetts law. Contractor selection will be based on qualifications, evidence of past performance on similar projects, and bid price. The contract will be awarded to the lowest responsible and eligible bidder. Bids must remain valid for 30 days after opening. The Town reserves the right to waive any informalities and may accept or reject any or all bids, in whole or in part, as deemed in its best interest.
