Renovation of a multi-residential development in Oxnard, California. Completed plans call for the renovation of a multi-residential development.

The City of Oxnard Housing Authority is soliciting sealed proposals from qualified restoration firms for a Window Restoration Project at one housing site in Oxnard, California, as described in the scope of work and specifications. The project scope includes the repair and restoration of historic windows at 201 S. D Street in Oxnard, California. Contractor shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents as well as be able to demonstrate restoration qualification through the successful completion of at least five (5) projects of similar size, scope, and/or complexity in the previous three (3) years. All contractors must possess a current valid California State Contractor's Class B license at the time of submission. The contractor to whom award is made shall obtain and possess a City of Oxnard Business Tax Certificate by the time of contract award. Bid, Payment and Performance bonds are required for this project. The successful Contractor shall acquire and maintain at his/her own expense all insurances required in the Request for Proposals throughout the term of the project. Estimated Construction Cost: Between $300,000 and $600,000. Scope of Work & Methodology: Window Repair/Restoration. All existing historic wood-framed, mostly double-hung and casement windows are to be materially and operationally repaired and restored. The replacement of whole, existing wood-framed windows is not anticipated. Material Repair/Restoration. o Woodwork. Material repair and restoration work includes all interior and exterior wood window and opening components: rails and stiles, muntins, framing, trim boards, and sills. Means and methods are anticipated to include hand sanding, filling and shaping deteriorated/missing wood material using a two-part epoxy restoration system, and replacement of select wood members only where material condition precludes repair/restoration. o Glazing. Deteriorated window glazing putty will be gently scraped/removed. Intact window glass panes will be carefully cleaned, scraped free of old paint and glazing, and reused; cracked or broken panes will be replaced in-kind. Operational Repair/Restoration. o Impairment. All existing wood-framed windows are to be operationally tested, repaired, and restored to smooth operation. While the number and nature of repairs is not fully known, identified issues include "stuck" sash, broken or missing ropes, pulleys or weights. Stuck and out of plane window sash will be addressed through sanding and light planing, as needed, and broken or missing operational components will be replaced in-kind. o Hardware. Existing hardware such as latches, pulls, and stops will be cleaned and protected as needed. Where missing, hardware will be replaced in-kind to match historic counterparts to the extent possible or with period-appropriate replacements. Window Replacement. Inappropriate vinyl replacement windows (three) installed in the carriage house will be replaced with wood-framed double-hung or casement windows. Paint. Due to the historic age of the property, it is assumed to have at least one layer of lead-based paint beneath surface layers. Lead based paint will be remediated using the scrape and intact method by certified licensed abatement personnel and disposed at an EPA approved hazardous waste site. Wood window surfaces will be prepped per industry standards and repainted. The current project proposes the repair and restoration of windows and includes the following components:* o Repair/restoration of existing wood-framed windows (101) o Replacement of inappropriate, modern vinyl windows (3) o Lead based paint remediation and repainting * Window counts, operation, and materials to be field verified by contractor Question Deadline 11/06/2025 Every request for such interpretation should be submitted via the Request for Information form and emailed to jennifer@jmrc.biz and fredi.contreras@oxnard.org and, to be given consideration Bid date desp- All hand carried proposals must be deposited in the mailbox located in the front of the office of: Oxnard Housing Authority, 435 South D Street, Oxnard, CA 93030 Mailed proposals should be addressed to: Oxnard Housing Authority, 435 South D Street, Oxnard, CA 93030, Attn: Fredi Contreras, and must designate the title of the project for which the proposal is submitted.
