Question Deadline 11/07/2025 at 5:00 PM CT Questions regarding the bid should be directed to Jalen Thomas and Luke Specketer, Project Managers (Tetra Tech) To supply clay (royalties for clay per cubic yard) to Adams County Solid Waste for use during future landfill construction projects. Adams County Solid Waste & Recycling (Adams County) invites interested parties possessing clay that fulfills the criteria stipulated in NR 504.075 to submit quotes for the following project at the Adams County Solid Waste Department: Adams County Landfill Liner and Cover Clay Source Request for Quotes (RFQ). The purpose of this RFQ is to identify sources that contain clay meeting the requirements of NR 504.075, for use during future landfill construction projects. Project Scope: The base scope of services may include, but are not necessarily limited to: 1. The supply of clay (royalties for clay per cubic yard) from a qualified commercial non-metallic mine. Alternate Bid Items may include, but are not necessarily limited to: 1. Mobilization 2. Excavation, hauling, and stockpiling of clay at the Adams County Solid Waste Facility. 3. Installation and maintenance of stormwater controls in accordance with the Facility's Stormwater Pollution Prevention Plan (SWPPP) and project specifications. 4. Restoration of the commercial non-metallic mine. Bidders Must Provide the Following Information: o Complete, sign, and submit IRS form W-9 o Non-Metallic Mine Location o Type of borrow source o Existing conditions of the proposed borrow source (non-metallic mining site, agricultural field, woods, etc.) o Figure showing the locations of site soil boring logs/test pits/stockpile sampling locations o Copies of the Source's Soil Boring Logs/Test Pit Logs o If access to Source's Soil Boring Logs/Test Pit Logs is not available, a detailed narrative description should be provided that sufficiently describes the extent, volume, thickness of clay deposits, as well as the depths below existing grades surface to the clay soils (i.e., the depth of overburden over the clay). o Existing non-metallic mine permits o Soil analytical data demonstrating clay is compliant with the requirements of NR 504.06 (2), NR 504.075(5), and NR 504.075(7). o Quantity of clay source material available o Non-metallic mine reclamation plan o Completed Bid Worksheet (Section 00 41 43) Eligibility and Verification Requirements Unpermitted for Clay Sources As an alternative to owners of permitted commercial non-metallic mines, Adams County may also consider quotes from Owners/Operators with land where the presence of clay is known but not yet permitted as a commercial mine source. For non-permitted sites, verification of the quality and quantity of available clay, including testing and investigation protocols to ensure compliance with NR 504.06(2) and NR 504.075, must be completed by the Owner/Operator at no cost to Adams County. This verification is necessary to confirm the suitability of the clay for landfill liner and cover construction. Priority will be given to parties providing data demonstrating compliance for permitted clay sources.
