The proposed construction consists of the installation of approximately 2,770 linear feet of 6-inch to 8-inch water main. Bidders must submit sealed bids for the York Avenue Water Main Improvements. Any contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA) and the United States Environmental Protection Agency (EPA). The procurement will be subject to regulations under the Illinois Public Water Supply Loan Program, the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act Apprenticeship Initiative, the Disadvantaged Business Enterprise policy, and the "Use of American Iron and Steel" requirements. The procurement must also comply with the requirements of the Water Infrastructure Finance and Innovation Act (WIFIA). Vendors must self-register in the Euna Procurement (Bonfire) portal for the City of Joliet, accept all terms and conditions, and opt in to notifications. All bids must be submitted electronically in the Euna Procurement (Bonfire) portal.
