Renovation of a library in Milwaukee, Wisconsin. Completed plans call for the renovation of a one-story above grade library.
As of January 12, 2026, this project has not yet been awarded. The project is expected to be awarded on Mid-February. Bidders are required to prepare a bid proposal by thoroughly reading all instructions in the bidding package and its specifications. The proposal must be an offer to perform or supply the service or materials in accordance with the terms and conditions set forth in the bid, scope of services, standard terms and conditions, and the contract. Bidders must not submit their own standard contract terms and conditions. Proposals must meet the plans or scope of services described. The contract will be awarded to the qualified responsible bidder who submits the lowest bid according to the requirements stated in the bidding documents. The Board of Trustees reserves the right to reject any or all bids, waive irregularities, or accept any bid in the best interest of the Board. Bidders will not be compensated for costs incurred in preparing their bid. Certified Small Business Enterprises (SBEs) must be utilized for 25% of the total dollars annually expended through prime contracts or subcontracts. Applicable forms must be submitted as part of the bid proposal, and failure to comply may result in rejection. The Local Business Enterprise (LBE) program also applies, adding points to the evaluation for certified LBEs if proper affidavit is submitted with the proposal. The Library reserves the right to award no contracts after proposals are scored. Each bid must be accompanied by a certified check, bank draft, or bid bond in the amount of ten percent (10%) of the bid as a guarantee that the successful bidder will execute and file the proposed contract and 100% performance and payment bonds within ten (10) days after award. The bid security will be enforced as liquidated damages if the bidder fails to enter into a contract. The surety bond must be from a company authorized in Wisconsin and acceptable to the Board, accompanied by power of attorney for the attorney-in-fact to bind the surety company.. The Board of Trustees, Milwaukee Public Library is seeking qualified firms for the design and construction management of a new branch library in an existing big-box store located in Milwaukee's Midtown Center at 5825 West Hope Avenue. The new library space will be approximately 17,000 to 18,000 square feet with associated landscaped grounds and parking lot. The big box space will be shared with two other tenants. Firms will be evaluated based on their understanding of current library trends and user needs, experience with civic design, experience with the adaptive re-use of existing buildings, experience in community engagement regarding the design and relocation of a library, professional capability of firm and staff, and ability to meet project goals, timelines and the City of Milwaukee's 25% requirement for the Small Business Enterprise Provision. The selected firm will be expected to review the Universal Branch Building Program and to provide design and engineering services for the site, and exterior and interior building build-out. Additionally, design and engineering proposals must incorporate state-of-the-art systems for MEP, HVAC, lighting, data/communications, controls and security systems. The scope will also include, finishes, furniture, shelving, and equipment (FFE), assist MPL in overall project management, and construction cost control. The Library hopes to bid the Midtown Project in 2026 with occupancy in 2027. The design firm selected shall coordinate with the owner, contractor, and architects of record for the other tenants who will occupy the big-box space. Coordination with the housing developer for the housing development project across Hope Avenue may be required as well.
