The City of Wilkes-Barre intends to award a contract to the proposer who provides the best value, considering both technical expertise and cost effectiveness. Technical merit and the proposers qualifications are the primary considerations. The contract will be awarded to the lowest and most qualified bidder for the following: 2026- 2028 As Needed Line Painting and Pavement Marking Maintenance Contract. This is a three year contract, scheduled to begin on February 9, 2026, with an option for a fourth year.
