The City of Wilkes-Barre intends to award a contract to the proposer who provides the best value, considering both technical expertise and cost effectiveness. Technical merit and the proposers qualifications are the primary considerations. The contract will be awarded to the lowest and most qualified bidder for the following: 2026- 2028 As Needed Line Painting and Pavement Marking Maintenance Contract. This is a three year contract, scheduled to begin on February 9, 2026, with an option for a fourth year. Subject Line Must Include Project Title: 2026-2028 As Needed Line Painting and Pavement Marking Maintenance Technical problems regarding obtaining the bid packet can be directed to jzaykowski @wilkes-barre.pa.us or (570) 208-4138. General questions regarding the bid itself can be directed to mikeamato@penn eastern.com. The scope of work is defined in the Contract Documents. The City of Wilkes-Barre reserves the right to reject any or all proposals and to request additional information from bidders when doing so is in the best interest of the project.
