The work includes construction of approximately 1,057 linear feet of 8-inch PVC gravity sewer line, approximately 190 linear feet of 16-inch steel casing by open cut method, thirteen standard manholes, and all other related appurtenances. Bids are to be submitted in accordance with Article 13 of the Instructions to Bidders, utilizing the two-envelope system. Only Plan Holders of Record, who have paid a nonrefundable fee to obtain the official bidding documents, may submit official bids. Each bid must be accompanied by a Bid Bond equal to at least five percent of the bid as a guarantee that the bidder will execute and file the agreement, insurance certificate, and 100% performance and payment bonds within fifteen days after the Notice of Award. Contractors must comply with all applicable local, state, and federal labor laws and submit a Drug-Free Workplace Affidavit in the first envelope. Only bidders with a valid and current General Engineering Contractor License from the State of West Virginia and who meet all statutory qualifications are eligible to submit bids. The owner reserves the right to reject any or all bids, waive any informality or technicality, and accept any bid deemed advantageous. Substantial completion within 90 consecutive calendar days from the date of Notice to Proceed. Question Deadline 11/13/2025 All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed to all parties recorded by Owner as having received the Bidding documents. 5.2 All requests for interpretation must be received at least five working days (M-F) prior to the date fixed for the opening of Bids.
