Clean Water Services (District) invites qualified firms or individuals to submit Statements of Qualifications (SOQ) to be considered for the award of a Price Agreement in the Wastewater Treatment Engineering category A description of the services included in the category and the SOQ requirements and timelines are in District's Request for Statement of Qualifications (RSOQ). Interested consultants must submit their SOQs electronically to Michelle Mann, Procurement Specialist, via Equity Hub's Bid Locker at Online District may reject any SOQ not in compliance with all prescribed procedures and requirements, and may cancel the solicitation or reject, for good cause, any or all SOQs upon a finding that it is in the public interest to do so. District will assess the submitted Statements of Qualifications (SOQs) and select the most qualified consultants for the category. Interviews may be required as part of the selection process. Each selected consultant will enter into a Price Agreement for Professional Services (Price Agreement) and will be eligible to provide services in support of District initiatives and projects. These services may include planning, modeling, designing, permitting, testing, and construction management of wastewater treatment facilities, wastewater pump stations, forcemains, and related facilities. The term of each Price Agreement will be three years with the option to renew for two additional one-year terms. Clean Water Services is a water resource management utility that provides sanitary sewer service and urban surface water management to a 128 square mile area within Washington County, Oregon. The District's service area consists of the urban portion of Washington County in addition to small portions of both Clackamas and Multnomah Counties. The population served is over 620,000 within 12 partner cities and unincorporated county areas. The wastewater is collected by a network of more than 1,900 miles of gravity sanitary sewer conveyance pipes, 44 pump stations, and force mains transporting wastewater to one of the District's four treatment facilities--Durham, Rock Creek, Hillsboro and Forest Grove. It is a consultant's responsibility to refer daily to Bid Locker's website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. District may reject any SOQ not in compliance with all prescribed procedures and requirements, and may cancel this solicitation or reject, for good cause, any or all SOQs upon a finding that it is in the public's best interest to do so. There is no cost to register. Any SOQ received after the specified time will not be considered. District will not accept SOQs by mail, facsimile or email. SOQs will not be publicly opened or read aloud. Late SOQs will not be accepted or considered for award by District. The method of Contractor Selection has not been Determined at this time.
