Site work for a water / sewer project in Lake Charles, Louisiana. Completed plans call for site work for a one-story above grade water / sewer project.
Sealed bids are to be received for the Wastewater Treatment Plant A Basin A-06 Sewer Rehabilitation project, funded by CDBG-DR and the Resilient Communities Infrastructure Program. All bids must be submitted on the proper or electronic bid form, with the contractor's license number prominently displayed on paper bids. Bids received after the designated opening time will not be considered. Contract documents, including drawings and technical specifications, may be examined at the office of the Engineer or obtained electronically at no direct cost. All bids must be accompanied by a certified check, cashier’s check, or bid bond payable to the City of Lake Charles valued at five percent (5%) of the base bid and all alternates, acting as a guarantee that the bidder will execute the contract in conformity with the contract documents if awarded, within fifteen (15) days of the Notice of Award. The successful bidder must furnish a Performance and Payment Bond equal to 100% of the contract amount. The successful bidder must have an active Unique Entity ID (UEI) prior to contract award. Contractors must be properly licensed for the scope of work and bid amounts as required by Louisiana law, and bids not in compliance with requirements will be rejected. Bids will be evaluated based on the lowest responsible bid in compliance with specifications. Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to participate. Compliance with employment, wage, anti-discrimination, and accessibility laws is required. CITY OF LAKE CHARLES SMALL BUSINESS OPPORTUNITY PROGRAM (SBOP) 34.1 The City has gone on record to encourage general Contractors to provide opportunities for small businesses owned and operated by socially or economically disadvantaged persons to become involved as Subcontractors. To that end, the City requires all general Contractors to make good faith efforts to award at least 25 percent of the funds to be spent on their subcontracted work, in all City funded projects that are subject to the Louisiana public bid laws, to small businesses owned and operated by socially or economically disadvantaged persons as defined in Section 2- 28(h) in the City of Lake Charles Code of Ordinances. 34.2 Those Contractors who actually have accomplished the goal of awarding 25 percent as set forth in section 2 above shall be entitled to a discount on the payment of the building permit fee associated with the project in an amount of ten percent with a maximum of $2,000.00 All questions about the meaning or intent of the Contract Documents are to be directed to the Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed, faxed, or emailed to all parties recorded by Engineer as having received Bidding Documents.
