Statements of qualifications and proposals are being requested from Engineering Firms with a strong record in assisting local governments with preliminary reports, final design, and construction administration of Federally Assisted Projects. Qualified firms should be able to provide Preliminary Engineering Report (PER), design, and construction administration services for projects utilizing federal funds. The immediate plan is to contract an Engineering Firm for Preliminary Report, Design, and Construction Administration services related to Community Development Block Grants (CDBG), Employment Incentive Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA) Projects, Economic Development Administration (EDA) Projects, and other federally funded community and economic development projects in compliance with 24 CFR 570.489(g). Immediate services are needed for a CDBG project involving water & sewer infrastructure improvements and housing components. Submitting firms may be considered for future federally funded projects over the next 24 months. Proposals should address firm history, federal funds engineering experience, key personnel/qualifications, current workload, scope and level of service proposed, experience with similar projects and references, fee percentages for PER, design, and construction administration, errors and omissions insurance, and relevant certification forms. Projects are subject to applicable federal and state contract provisions and may require compliance with Section 3 of the HUD Act of 1968 as well as the Build America, Buy America Act for use of American-made materials in federally funded infrastructure projects.
