Statements of qualifications and proposals are requested from engineering firms with a strong record in assisting local governments with preliminary engineering reports, final design, and construction administration of federally assisted projects. Firms must be qualified to provide preliminary engineering report (PER), design, and construction administration services for projects utilizing federal funds. Immediate plans are for services related to a CDBG project involving water and sewer infrastructure improvements and housing components. This procurement may lead to additional project contracts or addendums for state and federally funded projects, but is not a request for retainer services. Submitting firms may be reconsidered for future federally funded opportunities over the next 24 months. Information to be submitted includes: history of firm and resources; federal funds engineering experience; key personnel and qualifications; current workload; scope and level of service proposed; experience with similar projects and references; fee percentages associated with the PER, application, design, and construction administration services; errors and omissions insurance; Statement of Qualifications Form; and Section 3 Certification Form (if claiming Section 3 status). The project is subject to federal and state contract provisions, including Section 3 of the HUD Act of 1968, and may be covered by the Build America, Buy America Act (BABA), requiring use of American-made iron, steel, manufactured goods, and construction materials. Proposals should be mailed in three copies and may be accepted or rejected at the discretion of the city. Interested parties should request the required forms prior to proposal submission.
