Santo Domingo Pueblo is seeking proposals from qualified contractors or firms to finalize design, construct, and install core and lateral buildout of fiber infrastructure including installation of over fifteen (15) miles of optic cable fiber withinthe SDP boundary. The proposed Project is in Sandoval County, New Mexico on Santo Domingo Pueblo Tribal owned trust land. The Project area is characterized by the Rio Galisteo and broader Rio Grande Valley and consists of five sites located along the I-25 corridor, NM Hwy-22, ISR84, 85, and 88 within Public Land Survey System (PLSS) Township 14 North, Range 6 East, 15 North, Range 5, 6, and 7 East. The purpose of this document is to provide information to Offerors submitting proposals for completion of engineering design and construction of approximately fifteen (15) miles of core and lateral fiber optic infrastructure. Project will include fiber placement, splicing, testing and integration with existing and future planned premises (homes, community anchor institutions, businesses). Submittal of Questions and Requests for Clarifications Should an Offeror require clarifications regarding the RFP or have questions, the Offeror shallsubmit those questionsin writing by email to broadbandproject@kewa-nsn.us no later than Monday, November 24, 2025, by 3pm (MST). Santo Domingo Pueblo is soliciting proposals from qualified contractors or firms for completion of engineering design, construction and physical placement of approximately fifteen (15) miles of core and lateral fiber optic infrastructure. Project will include fiber placement, splicing, testing and integration with existing and planning facilities. The project includes the completion of final engineering design and construction of approximately fifteen (15) miles of core and lateral fiber optic infrastructure. Customer premise equipment design, acquisition and installation will be on a separate, forthcoming RFP and contract. The route length of the proposed project consists of 15 path-miles and will be mostly installed underground along pre-disturbed existing roadways, sidewalks, utility corridors, parking lots, and industrial commercial areas within the Santo Domingo Pueblo lands. The primary construction method will be to bore underground to maintain the smallest environmental footprint. The conduit shall be placed at a minimum depth of 36 inches from the surface, with special consideration given to existing terrain. Extra depth may be required to clear existing utilities, arroyos or highways. Certain route segments may be rock that will require special attention to bore. Fiber storage boxes or vaults (hand-holes) will be installed along the path to facilitate the fiber placement and will also be used as cable slack storage area for future potential cable damage and repair efforts. The contractor shall provide all labor, equipment, materials, delivery and supervision necessary for successful completion. Perform site clearing, grading, and preparation b. Trenching, boring and conduit installation and service drops c. Install handholds, vaults, and other related infrastructure d. Complete fiber pulling, splicing and terminations of fiber optic cables per industry standards e. Testing and certification of fiber optic network for performance and compliance f. Restoration of rights-of- way and work areas post- installation
