Jefferson County Drainage District No. 7 is soliciting proposals from qualified professional environmental service firms to provide assistance with environmental study, analysis, permitting, and support services related to mitigation improvements for the Rodair Detention Pond Central Pump Station. These improvements are in response to damages from Tropical Storm Imelda. Responding firms must have experience with federally funded programs, as the project has received funding through the FEMA Hazard Mitigation Grant Program. Proposals must be submitted in hard copy-one original and four copies-in a sealed envelope. Late or electronically submitted proposals will not be accepted. Only the names of responding firms will be publicly read aloud during the proposal opening. Scope of Work Jefferson County Drainage District No 7 (the District) is requesting proposals from qualified, interested Environmental consultants desiring to provide consultant services to the District. Firms are encouraged to submit proposals to the District to be used on various recovery projects as a result of damage from Tropical Storm Imelda. The projects will be funded through the Federal Emergency Management Agency (FEMA)'s Hazard Mitigation Grant Program (HMGP). The general scope of work for the project is provided in the APPENDICES. Environmental services will be necessary for a preliminary environmental assessment and development and support of environmental permit application(s), if necessary. The surveys, assessments, and reports must be completed including all reviews and revisions and ready to submit to FEMA by 11/30/26. All invoices and other documents must be submitted by 12/18/26. These consulting services shall be performed in accordance with all applicable local, State, and Federal laws, regulations, and executive orders. The District plans to hire a Professional Environmental Consultant to provide and perform services which are outlined below in conjunction with its HMGP funded project. The services may include any of the following: a. Planning b. Environmental Field Surveys c. Environmental Assessments d. Environmental Permitting e. Historical Preservation Surveys and Permits f. Coastal Zone Management Act Coordination g. Environmental and other Agencies Liaison h. Engineering Design Support for Environmental Features Central Pump Station Improvements Below is a description of the project for which professional engineering services are being requested. The intent of the project is to provide additional pumping capacity and improvements and expansion to the discharge bay for the District's Central Pump Station (No. 5) located in Port Arthur, TX. The scope will consist of excavation, reshaping, and armoring of the station's existing discharge bay which is in poor condition due to corrosion and deterioration of the steel sheet pile walls and in need of expansion. The project includes the construction of new discharge bay side walls that will improve the structural integrity of the station's existing discharge bay which is currently failing due to existing site conditions. Erosion of areas behind the steel sheet pile walls threatens to impact the adjacent CPKC Railroad. The project will require removing and replacing an existing railroad trestle bridge to a modern free-span design allowing for additional outfall flow, which will address the District's existing erosion and maintenance issues. Beyond the railroad bridge, a section of canal within the Motiva Enterprises refinery will require extension to serve the expanded discharge bay. It is anticipated that CPKC will engage their own engineer and contractor to design and construct the bridge. The funding for those engineering and construction activities is anticipated to be part of the project. It is not clear at this time if those costs will all be part of the construction project as a line item on a bid proposal or if the engineering will be part of this engineering contract and the construction will be part of the construction contract. Those details will be determined early in the contracting process. The pump station improvements will be designed to mitigate flooding of homes, businesses, and roadways within the watershed during heavy rainfall events. The proposed improvements at the station include the addition of a stormwater pump and a new driver and gear to replace an existing pump’s engine. These proposed pumping capacity improvemt .
